The Maternal and Child Survival Program (MCSP) is a global U.S. Agency for International Development (USAID) cooperative agreement to introduce and support high-impact health interventions in 24 priority countries with the ultimate goal of ending preventable maternal and child deaths (EPCMD) within a generation. MCSP is implemented by Jhpiego (capital letters) in partnership with John Snow, Inc. (JSI), Save the Children, ICF International, Results for Development, PATH, PSI, and CORE Group. Working closely with the USAID mission, Tanzania government, non-governmental organizations, local communities and partner agencies, MCSP will support the implementation of evidence-based public health interventions at scale to achieve the goals of EPCMD. To achieve this, MCSP will engage government, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and to improve the quality of health services from household to hospital.
MCSP/TZ tackles these issues through approaches that focus on strengthening health care, health systems, and information systems. John Snow, Inc. (JSI) leads MCSP’s work in health information systems strengthening for Ministry of Health and Social Welfare (MOHSW), immunization strengthening, and partnering with the USAID | DELIVER project to integrate vaccines into the electronic Logistics Management Information System (eLMIS).
Position Title: Finance and Administrative Manager
Location: Dar es Salaam, Tanzania
Reports To: MCSP/TZ Technical backstop, DC
Overall Responsibilities
The Financial Administrative Manager (FAM) will be responsible for putting in place accounting, procurement and financial reporting systems. She/he will ensure MCSP/Tanzania’s compliance with JSI accounting systems and procedures, USAID procurement regulations, and all financial and legal requirements of the Government of Tanzania. The FAM will process all payments and advances; oversee the submission of all monthly invoices and cash flow requests; reconcile bank accounts and advances; maintain all financial documentation according to local law; and be held accountable for the accuracy and timely submission of all financial reports. This post is managed by JSI, but will be housed with the MCSP Jhpiego office.
Specific Activities:
• Office administration and providing support services to the technical and program staff
• Work with the JSI and MCSP Finance Manager’s and her representatives to adapt JSI’s financial, administrative and personnel systems for use in Tanzania
• Work with the JSI/MCSP Team to plan and budget for the JSI/MCSP-supported activities
• Manage the project financial and administrative systems, including the use of Quick books software for project accounting
• Prepare expenditure projections in collaboration with the Technical team and Project Manager and place timely cash flow requests to Headquarters in Washington, DC
• Prepare and process the monthly field accounts documentation, including QuickBooks vouchers and reconciliation reports
• Be a key participant during preparation of work plan and work closely with the technical team to prepare and monitor costed work plans;
• Ensure that all procurement, transactions and activities are conducted in accordance with USAID policies and JSI financial and administrative regulations
• Act as primary lead in any audits or finance and administrative reviews of the JSI/MCSP Tanzania project
• Other duties as may be assigned
Qualifications:
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
Certified accountant with financial management specialization or equivalent combination of training and experience
At least 5 years of financial management experience.
Experience in using QuickBooks strongly desired.
Excellent verbal and written English
Communicates with colleagues in a clear and courteous manner.
Ability to take initiative and work in teams.
Proficiency in Microsoft Word and Excel required.
Financial experience with a USAID-funded project and knowledge of USAID rules and regulations strongly desired.
Able and willing to travel within the country when required and the US if necessary.
Experience working with an NGO an added advantage.
Must be able to maintain confidentiality for all company and staff proprietary matters.
