The Africa Project Manager (APM) has complete ownership to lead and deliver regional projects and initiatives to achieve delivery of roadmap products under the Mobile Financial Services (MFS) division. The APM is responsible for ensuring optimum and cost effective delivery of MFS projects to African Market. The goal is to strategize, plan and deliver projects in accordance with global Project Management Office (PMO).
Key Responsibilities
• The APM works in coordination with the project owners (at regional level) to roadmap and plan project delivery schedule, ensuring product implementation per market MFS strategy and identifies opportunities for improvement through market visits to priorities.
• The APM will be responsible for maintaining the regional project portfolio, in line with Millicom PMO standard, defining processes, reporting structure for projects in its lifecycle such as initiation, planning, execution and closure.
• The APM will be required to plan and deliver projects for the MFS Business Unit based for the products identified for implementation. The APM works closely with project and program management from MFS commercial and other business areas.
• The APM is responsible to manage and support multiple projects simultaneously to ensure successful delivery. Also, accountable for program and project delivery performance, including Project status and financial reporting (with support from regional MFS CFO).
• The APM is to direct and administer activities of country/regional/global project teams so that the program – and its projects – produces the required deliverables, complying with the established quality standards and specified constraints of time, cost and scope.
• The APM is responsible to develop MFS strategies, business processes and policies to optimize delivery of projects; this includes driving the delivery program, implementation and full adoption of new delivery model and process improvements that are defined at the global or regional level.
• The APM is responsible to manage and control regional, cross-functional, remotely based project teams – a group comprised of business users, technical specialists, analysts and various levels of leadership, all of which operate primarily outside the line of authority.
• The APM will be responsible for coordinating efforts of Regional and Local MFS teams to maximize benefits and synergies for the region.

Position Requirements
QUALIFICATION AND EXPERIENCE
• Bachelor's or Master's degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer)
• Post graduate and/or courses in Business Administration, Finance or IT/Telecom Management are desirable
• Extensive experience working in the IT industry (Telcos preferably)
• Proven experience working on Mobile Financial Services products
• Deep understanding of project management principles – PMP courses are desirable
• Successful & proven track record in project management and solution delivery experience
• Strong experience in Business Processes for Telcos (eTOM Model preferably)
• Experience in contract management (Software factory preferably)
MINIMUM EXPERIENCE & ESSENTIAL KNOWLEDGE
• Knowledge and experience in project management. Must have very strong skills in project Initiation (particularly in requirements gathering, understanding the level of detail required to proceed with any project), project estimation, planning and rapid mobilization
• Strong knowledge and solid experience in Business Processes for Telcos (preferably the Enhanced Telecom Operations Map [eTOM] model)
• Strong knowledge and solid experience in MFS products, BSS/OSS and IT applications (For Telcos preferably)
• Knowledge in developing and maintaining Information Technology Infrastructure Library (ITIL) policies and procedures
• Elementary technical understanding of SOA (Service Oriented Architecture), internet-related applications and technologies (JAVA, Application servers, databases, Operating Systems, Content Management, networks)
• Good understanding of computer system characteristics, features, and integration capabilities
• Experience in connecting and applying complex technologies to business strategies. Ability to understand complex, technical subjects
• Knowledge in VAS and BSS/OSS products like Short Message Service Centre (SMSC), Unstructured Supplementary Service Data (USSD), ringback tone (RBT), Cellular Base Station (CBS), Online charging system (OCS), Provisioning etc
• Knowledge in GSM/UMTS Network elements and design
