PROGRAM BACKGROUND International Medical Corps implements WASH and basic primary health programs in Upper Nile State in Malakal, Ulang, Baliet, and Maban Counties.
JOB SUMMARY The primary function of the Site Manager is to supervise all program activities these sites, inclusive of supervision of staff, requisition of supplies, inventories, and financial record keeping for the site.
ESSENTIAL RESPONSIBILITIES 1.Oversee the operations of site office, which includes program management, administration, financial, logistics and security.
2.Ensure Field Site activities are conducted in timely, cost-effective and quality manner.
3.Represent International Medical Corps and liaise with local authorities, the UN, and NGOs to promote International Medical Corps programs, facilitate successful coordination of activities and ensure transparency in the community.
4.Prepare monthly reports to the Medical Director and quarterly and semiannual reports according to donor requirements and International Medical Corps procedures.
5.Identify new projects and make recommendations to the Senior Management Team (SMT).
6.Participate in writing and reviewing concept notes and proposal applications.
7.Prepare annual work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks.
8.Oversee field Site operations and reporting, ensuring compliance with International Medical Corps policies and procedures, donor regulations and local laws
9.Monitor, evaluate and report on all program activities to the SMT. 10.Participate in UN health, Nutrition and WASH Cluster coordination to ensure that International Medical Corps programs are playing a vital role.
11.Oversee the recruitment and selection of qualified field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors.
12.Maintain frequent communication with SMT to ensure program activities and objectives are communicated.
13.Work with Medical Director, Senior Program Officer, Finance Admin Director, Security and Logistics Coordinators to ensure the coordination of International Medical Corps programs.
14.Ensure maximum visibility of the agency amongst the NGO community.
15.Monitor security level and consult with the Regional Security Coordinator to upgrade or downgrade security level.
16.Collaborate with local agencies to aid with security management.
QUALIFICATIONS 1.University degree or equivalent.
2.Previous experience of implementing health and/or rural water and sanitation projects, with at least 3-5 years of relevant project management experience.
3.Previous work experience in emergency setting with at least 3-5 years experience in an international organization.
4.Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
5.Understanding of participatory methodologies for project design, implementation and evaluation.
6.Experience working with host governments, INGOs and national NGOs and familiarity with international humanitarian operations
7.Good organizational and project management skills and the ability to anticipate project needs.
8.Proven ability to work cooperatively with others in a team environment
9.Working knowledge of English.
10.Very good knowledge of logistics and admin/HR.
11.Basic computer skills-Microsoft Office.
LANGUAGES • Ability to read, write, analyze and interpret, technical and non-technical in the English language • Ability to effectively present information and respond appropriately to questions from senior managers in the field, counterparts, senior government and rebel leaders and other related regional players • Ability to speak Arabic language a plus
