Deputy Country Director - SUDAN

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

PROGRAM BACKGROUND International Medical Corps has been providing critical emergency medical services for conflict-affected residents of South and West Darfur since July 2004. IMC has implemented a range of services to meet the needs of the targeted population of over 533,000 who have been severely traumatized by the region’s ongoing violence.

IMC operates twenty-two primary health care centers aimed at improving access to health care services, nutritional assistance, and clean water in South and West Darfur, in the communities of Nyala (South Darfur), Garsilla, Al Geneina, Zalengei, Mukjar and Um-Dakuun(West Darfur).

JOB LOCATION: This position is based in Nyala.

JOB SUMMARY The Deputy Country Director (DCD), under the guidance and direct supervision of the Country Director (CD), is responsible for the planning, design, implementation, supervision, expansion/development and administration of the Darfur programs. The DCD is responsible for the management of International Programs/Health and support Staff as well as the National Staff located in Darfur.

ESSENTIAL RESPONSIBILITIES 1. Programs •Effectively manage the Darfur programs, including planning, implementation, monitoring, evaluating, and reporting •Develop Darfur specific strategic plan and proposals for programs that will successfully transition our relief programs to more long-term development programs. •Work closely with the State MoH Offices to identify a strategy for the strengthening the Sudan health care system •Represent IMC and liaise with local and national authorities, UN, NGO, and donor agencies to promote IMC programs, facilitate successful coordination of activities and ensure transparency •Report regularly to the CD , providing timely updates of all situational and project developments

  1. Position Specific – Management •Oversee program administration, implementation, fiscal management and both expatriate and national staff. •Oversee program operations and reporting, ensuring compliance with Donor regulations and local laws •Monitor, evaluate and report on all program activities and progress to the IMC's Country office in Khartoum, Sudan •Oversee the preparation of annual work plans and budgets •Oversee the recruitment, training, and supervision of office staff •Together with the Senior Operations Officer and the Medical Director, ensure implementation is consistent with program goals •Participate in writing and reviewing Proposal applications •Ensure proper utilization of grants

  2. Finance •Provide technical inputs and assistance to programs with particular reference to financial management and reporting systems •Provide assistance to program staff and senior management team in the preparation and revision of grant proposals and budgets. •Participate in monthly program expenditure reports review or “Program Pipeline Analysis” of all active donor grants. This function includes coordinating with country office senior management team and program staff as regards to future projections, including discussion of issues, which might have negative impact on the program’s completion •Support Finance Department on compliance with International Medical Corps established financial policies and procedures as well as donor specific rules and regulations.

  3. Human Resources •Assist the CD with the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of medical staff in consultation with supervisors •Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff •Maintain open lines of communications between yourself and all field staff

  4. Training/ Capacity Building •Together with the Admin Finance Director, RSO, OM, the M & E Coordinator (MEC) and the Medical Director Determine the training needs of the field staff •Ensure that senior national staffs are trained to increase their responsibilities in order to build capacity and ensure sustainability of programs

  5. Working Relationships •Reports to the Country Director •Work with Medical Director, Finance Director, , RSO, MEC and OM to ensure the coordination of IMC programs in Darfur •Attend coordination meetings which are relevant to the Darfur programs •Represent IMC at UN/INGO coordination and stakeholder meetings

  6. Security •As Security Focal Person for the Mission the DCD works in close consultation with the CD to ensure security guidelines, SOP’s, contingency and evacuation plans and policies are updated and respected by all staff •Monitor the security situation and ensures weekly security updates and incident reports are sent from the all field sites to HQ Security team

  7. Representation •Interface with State government and relevant agencies in Darfur to ensure mutual understanding of programs and maximize resource distribution and allocation of available funds •Identify relevant coordinating institutions in Darfur (Ministries, Agencies etc) •Participate in inter-NGO and UN Agencies coordination meetings •Ensure maximum visibility of the Agency amongst the NGO community •Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.

More generally, the DCD is expected to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors

QUALIFICATIONS 1.Extensive experience (5 years minimum) in international humanitarian operations management 2.Academic degree – MD/MPH, BA/masters degree in management or related fields 3.Experience with donor specific procedures 4.Management of budgets and ability to prepare timely, complete and accurate reports 5.Strong organizational and problem-solving skills with analytic approach 6.Strong interpersonal, management and leadership skills 7.Ability to work in participatory manner with staff to assess needs, implement and monitor activities 8.Ability to integrate and work well within multiethnic and multicultural team 9.Ability to work in harsh condition, often in remote areas 10.Proficiency with MS Word and Excel (minimum requirement)

LANGUAGES 1.Ability to read, analyze and interpret technical and non-technical English language documents and manuals 2.Ability to write reports 3.Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government, etc
