Microjustice Rwanda (MJR) is a non-profit organization that provides basic and essential legal services to underserved populations at minimal cost.
MJR is looking for a dedicated, organized, and innovative person to serve as our Legal Head (L.H) . The L.H. is responsible for the (progressive) development of the Legal Department within the framework of the long term strategic policy planning of MJR. As head of the Legal department, the L.H must be familiar with the Rwandan judicial system and must dedicated to providing legal justice for all.
- Contribution to the development of a long term strategic policy planning, and formulate general and specific goals in relation to the Legal Department
- Formulation of objectives of the Legal Department and the development of a framework and timeline for the attainment of these objectives
- Development of the internal organization of the Legal Department in line with the long term strategic policy planning and selected objectives.
- Development of a financial planning of the Legal Department and the development of a framework and timeline for the attainment of financial objectives
Main Tasks and Responsibilities
1) Developing an annual plan of the Legal Department, including a product development plan, an annual plan for lobby and advocacy, and an internal organizational plan and budget, within the given framework of the annual policy planning as determined by the P.D of MJR.
2) The implementation of the annual plan of the Legal Department, possibly in cooperation with partners, encompassing the following areas:
- Product development and pricing
- Legal case management
- Legal Education
- Lobby and advocacy for (judicial) institutional reform
3) The Legal Head is responsible for all internal functioning of the Legal Department of MJR, including correct management, monitoring, and processing of cases, control and scrutiny of the cases in process, working in contact with the Case Managers and their coordinator.
- The L.H ensures the maintenance of good internal relations, ambiance and a good working environment in the Legal Department.
- The L.H is responsible for the training of new staff and the identification of training necessities in the Legal Department
- The L.H is responsible for the appraisal of performance of the individual staff members of the Legal Department
- The L.H is responsible for timely and adequate financial reporting, weekly as well as monthly, of operational expenses to the Support Head
- The L.H is responsible for the timely and adequate reporting of progress and challenges related to the responsibilities of the Legal Department to the P.D.
4) The L.H is member of the staff meeting with the P.D. and chairman of the regular meeting with the case managers of the various outlets of MJR
5) Furthermore, the L.H is responsible for responsible for any other task assigned by the P.D and any other possible issues that are of importance to foster the progressive development of the Legal Department.
Requirements
Education & Experience:
- A bachelor's degree in law or a related field
- Work experience in the field of law or managerial/planning position
Knowledge, Skills, and Abilities:
- Proficiency in English and Kinyarwanda required, proficiency in French appreciated
Skills
- Managerial planning skills and effective communication skills as a team leader
- Effectiveness working with a team to achieve desired results
- Grassroots community organization, volunteer coordination, and/or mobilization experience
- Knowledge of and familiarization with Rwandan legal system
- Experience in dealing with at-risk populations
- Interest in and knowledge of global social justice
