This position is located in Katanga, Democratic Republic of Congo, and only those with current legal authority to work in the DRC will be considered.

PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors. The HIV/TB global program works globally to prevent the spread of HIV and mitigate the impact of the epidemic. PATH and its project partners are currently implementing a five-year $45 million contract to improve and integrate HIV services in the Democratic Republic of Congo (ProVIC). Project activities include:
- Enhancing HIV counseling and testing services and addressing issues of stigma.
- Strengthening community engagement in developing and implementing cost-effective and successful prevention strategies.
- Increasing access to comprehensive services to prevent mother-to-child transmission of HIV.
- Improving care, support, and treatment for people living with HIV/AIDS, orphans and vulnerable children, and their families.
- Strengthening local health systems and building the capacity of local health staff.
There will be a focus on addressing gender-based violence (GBV) and gender norms, and integrating existing national GBV strategies. We are seeking a Monitoring and Evaluation Specialist based in Katanga who will work closely with ProVIC team members to coordinate M&E activities. The M&E Specialist will work closely with the Kinshasa based M&E Specialist and the team in Washington, DC and will report to both the Kinshasa and the DC based M&E specialists.
The M&E Specialist’s responsibilities will include:
Data Collection and Reporting
- Assist the Kinshasa-based M&E specialist in the monthly, quarterly and annual data collection and analysis of project generated data.
- Develop and submit timely monthly and quarterly M&E reports to the Kinshasa and DC based M&E specialists.
- Work closely with the M&E leadership as well as program coordinators to introduce and monitor implementation of the project M&E system and Performance Monitoring and Evaluation Plan at the regional level.
- In coordination with the M&E leadership, provide prompt and adequate feedback, recommendations and support to project team colleagues to ensure efficient and effective implementation of all M&E efforts.
- Collaborate and coordinate with M&E counterparts at the provincial level to improve the analysis, reporting, and dissemination of data, share lessons learned, and good practices.
Monitoring and Data Quality Assurance
- Develop a provincial operation plan for M&E-related activities.
- Conduct initial site visits to identify M&E focal points and work with partners to establish or improve effective data collection and reporting systems.
- At a minimum, conduct monthly monitoring visits to all service delivery sites/partners to minimize double counting and other issues.
- Document and report findings of these monitoring visits with the M & E leadership and program coordinators to ensure sharing of lessons learned for ProVIC.
- Contribute to the training of partners in ProVIC M & E system.
- Participate in periodic routine data quality assurance assessments.
- Participate in bi-monthly teleconference meetings with the entire M & E team.
Other Duties
- Maintain regular and weekly communication via email and skype with the Kinshasa and/or DC-based M & E specialists.
- Assist in adapting and fine-tuning data collection and reporting tools.
- Undertake other reasonable duties as may be requested from time to time.
Required Skills and Experience
- College degree with at least 5 years of experience implementing, coordinating and assessing monitoring and evaluating health projects.
- HIV/AIDS knowledge.
- Proven ability to analyze data.
- Computer skills: Word, Excel, database programs.
- Fluent French; English highly desirable.
- Experience with USAID and PEPFAR highly desirable.
