Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.
We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 5 million children by constructing more than 1,400 schools, establishing over 11,000 libraries, publishing 550 new children’s book titles in 22 local languages, and putting over 10,000 girls onto long-term, holistic scholarships.
Room to Read has an annual budget of approximately US$38 million and our global staff numbers over 420. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, Vientiane, and we are setting up operations and hiring staff for a new office in Tanzania.
Position Overview:
The Global Director of Research, Monitoring, and Evaluation (RM&E) provides leadership and mobilizes the necessary resources to help make Room to Read a world class organization in strategic RM&E. The Director leads worldwide efforts to design, implement, and improve the quality of RM&E activities. This includes developing the vision; facilitating the development of related strategy, operational guidelines, and resources; coordinating cross-national efforts; and supporting global, regional, and country team members in the successful implementation of cross-national and country-specific RM&E activities. It also includes synthesizing and summarizing key RM&E findings for program improvement and external messaging, as well as presenting to internal and external audiences about RM&E systems, strategies, findings, and recommendations. The Global Director supervises RM&E staff in the Global Office, interacts regularly with program and other RM&E staff worldwide, and reports to the Chief Program Officer. The Director also serves as a member of the Global Programs senior management team. The position is based in San Francisco and requires extensive travel.
Duties & Responsibilities:
- Create a shared vision for the strategy role of RM&E in a dynamic, information-driven international educational organization and promote a shared culture based on that vision
- Oversee strategies to assess and improve the skills of worldwide staff to implement the RM&E agenda
- Provide technical guidance for improving worldwide RM&E strategy, operational, and resource documents
- Ensure high value added of RM&E activities, including the efficacy of study questions; accuracy, reliability, efficiency, and timeliness of data collection and analysis; and clarity and accessibility of reporting
- Supervise and support RM&E staff at the Global Office, lead collaborative efforts among Global and Regional Office RM&E staff, and coordinate closely with Programs staff
- Oversee planning, budgeting, and reporting for the global RM&E team
- Manage specific RM&E projects
- Facilitate the sharing of information about effective RM&E practices and findings among RM&E staff, program staff, and organizational leadership around the world
- Coordinate with the Development team to provide information for investor reporting requirements
- Travel regularly (up to 40 percent time) to oversee and support the implementation of RM&E work
- Represent Room to Read at organizational events, professional conferences, and other strategic forums
- Stay current about trends in RM&E and apply appropriate innovations to work
- Network with researchers and implementers to share information and develop strategic partnerships

Qualifications:
Required:
- Master’s degree in education, international education, international development, program evaluation, or a related field
- A minimum of ten years of professional experience in managing RM&E projects
- Proven experience leading large-scale research, monitoring, and evaluation activities in developing countries
- Strong technical competence in research, monitoring, and evaluation methods
- Strong operational management ability, with a clear focus on results (i.e., setting goals, plans, and prioritizes effectively; monitors quality and progress of work against plans)
- Extensive experience in leading teams, including the development of an overall team ethos as well as mentoring and coaching individual team members
- Deep understanding of international education issues, including primary school literacy and gender equality in education
- Ability to travel frequently (up to 40 percent time)
- Prior experience working in a fast-paced, growth-oriented global or regional organization that is focused on maintaining high quality work and low overhead
- Excellent verbal and written communication skills in English
- Prior experience living and/or working in developing countries
- Legally eligible to work in the United States; no sponsorship provided
