Location: Aweil, South Sudan
PURPOSE: The Livelihoods/Food Security Manager plays an important role in the United Methodist Committee on Relief (UMCOR) South Sudan's field management structure. UMCOR-NGO’s program areas in South Sudan focuses primarily in the field of Emergency Relief and transitional development, which include but not limited to the following sectors; water, sanitation and hygiene, livelihoods/food security, education/child protection, health promotion, and community development. The position is primarily based in Aweil, Northern Bhar el Ghazal State but with an advisory role to the UMCOR Yei Food Security program. The contract is for a period of twelve (12) months, projected to commence on September 1, 2011. ESSENTIAL FUNCTIONS: The Livelihoods/Food Security Manager will be responsible for the management, planning, implementation and monitoring of the livelihoods/food security activities including coordination of all aspects of UMCOR economic recovery programs in South Sudan. He/she serves as coordinator and liaison with other partners including Donors, Government offices and NGOs to promote and support livelihoods/food security program activities and their contribution to UMCOR ¬South Sudan Strategic plans.
• Oversee the implementation of program activities in line with prepared work-plans, budgets and the approved project agreements • Develop appropriate project work-plans in line with the approved project agreements and geographical dynamics • Plan, coordinate, implement and monitor various aspects of livelihoods/food security in the fields of livelihoods/asset development and agricultural production in coordination with government departments; • Maintain the project timeframe, budget and resources set and implement the project within the specified parameters; • Ensure adequate and appropriate program reporting mechanisms are in place and adhered to at all levels of programming so that impact of the program can be measured; • Lead the livelihood team in ensuring that interventions are relevant and appropriate and that quality standards are maintained across the project cycle through regular coordination meetings with local institutions and partners; • Mentor/Provide training and technical guidance to sector staff on new technologies, including the latest national and donor guidelines; • Conduct monitoring and evaluation (M&E), formation of local committees, community mobilization; • Oversee project assets and budget management/tracking (by sub-sector) and enhance the reporting system to meet the donors’ requirements; • Participate in livelihoods/food security need assessment missions with other stakeholders in the area, representing UMCOR in terms of preparation, training, analysis and reporting of findings and recommendations, which includes but not limited to, identification of need/gaps and their root causes, recommendation of good practices (strategically optimal solution) to improve the situation as and when required; • Represent UMCOR in food security, livelihood and nutrition coordination meetings; • Manage and lead staff in all related activities in the implementation of the project. Provide support, through guidance and organization as well as supervision to the sector teams to promote quality in project activities;
• Ensure lessons learned in monitoring and evaluations are captured, capitalized and incorporated into UMCOR programs through systematic supervision, reporting and documentation including exchange of feedback on project impact for replication and scaling up; • Research, write and submit concept ideas for new food security/livelihoods, and nutrition projects to complement UMCOR South Sudan’s work; and • Assume any other duties as may be assigned by the Program Manager. QUALIFICATIONS and Professional Experience: • The position requires a degree in a relevant field (Rural Development/Business; Agricultural Economics; Agriculture, community development); • Short course trainings in vocational training, nutrition, community microfinance methodologies, participatory approaches to development and emergency planning; • At least 3 years of field experience with INGOs in program design, implementation, monitoring and evaluation of Food security & livelihood programs in Africa; and • Experience managing complex recovery and long term sustainable food security/livelihood programs within an integrated community/rural development strategy aimed at poverty alleviation. KNOWLEDGE: • Knowledge of researching and writing proposals and budgets for food security/livelihood programs; and • Knowledge of USAID and Institutional Donor policies and procedures related to food security and livelihood projects’ monitoring and impact evaluation. ABILITIES: • Must possess excellent representation and negotiation skills, diplomacy and patience; • A team player with good interpersonal and team building skills; • Ability to work in conflict/post conflict environment and drought/flood prone regions with limited resources; and • Ability to understand the cultural and political environment and to work well with local authorities in a diplomatic manner.
