Org. Setting and Reporting
International Criminal Tribunal for Rwanda (ICTR), Registry, Division of Administrative Support Services. The incumbent is directly under supervision of the Chief. Division of Administrative Support Services
Responsibilities
Under the supervision of the Chief, Division of Administrative Support Services (DASS), the incumbent is responsible for the following duties:
1. Budget Preparation and Formulation: (a) Prepares directives for Tribunal staff on preparation and formulation of budget; (b) Reviews cost estimates and budget proposals from substantive offices and submits to the Advisory Committee to the ICTR Coordinating Council for consideration and endorsement to the ICTR Coordinating Council for approval; (c) Submits, on behalf of the Register, to the Controller the ICTR budget proposals, revised estimates and financial implications; (d) Answers queries from the Controller and PPBD and provides additional information/clarification on budget proposals, cost plans and related matters; (e) Prepares budget performance reports and substantive reports for approval by the Registrar.
2. Administration, Monitoring and Control of Budgets: (a) Coordinates with Programme Planning and Budget Division New York on Allotment Advices and revisions thereto; (b) Issues details of approved funding and allocations to all ICTR Offices and Programme Managers/Certifying Officers; (c) Reviews and monitors monthly status of allotment and expenditures to ensure they remain within authorized levels, in accord with approved plans, policies and directives; (d) Reviews and recommends realignment or redeployment of funds/resources; (e) Prepares periodic and annual performance reports and trend analyses; (f) Answers queries on budget matter from Tribunal officers/staff and UN Headquarters; (g) Prepares briefings on budget matters, including provision of inputs or responses to queries from various stakeholders; (h) Certifies requisitions, Purchase orders, contracts, official travel requests and travel authorizations and other obligation documents to ensure conformity with approved plans and compliance with established regulations and rules, policies/ procedures; (i) Validates and ensures correctness of allotment account codes, post numbers as well as availability of funds; (j) Coordinates with UN HQ Budget Division, the Treasury and Contributions Service on the status of contributions to ITCR assessed budget, including provision to ICTR Management of periodic analysis report on the financial situation of the Tribunal; (k) Requests Accounts Division/Trust Fund Unit for the provision of status of contributions and financial statements for the ICTR Trust Fund.
3. Post Control and Management: (a) Continuing review and monitoring of staffing table and recommend changes to Chief DASS/Registrar; (b) Processes requests for redeployment of posts; reviews/clears reclassification of existing ones; and validates/approves change in post numbers on behalf of Chief DASS/Registrar; (c) Certifies Personnel Actions, Requisition for Job Opening or issuance of Temporary Vacancy Announcements, including confirmation on availability of posts or funding for GTA and Individual Contracts; (d) Provides offices/sections with approved post number listing, encumbrance of posts, processing of staff recruitment and contract extensions; (e) Submits monthly Vacancy Statistics, Incumbency Reports and other statistical data to UN HQ, ICTR offices and advisory bodies; (f) Maintains monthly back-up of post database and coordination with Human Resources and Planning Section and Information Technology Services Section on update/enhancement of Field Personnel Management System.
4. General Duties: (a) Provides advice, guidance and briefings on budgetary matters; (b) Acts as Certifying Officer to ensure that proposed obligations and expenditures are in accordance with approved budget/plans, and established UN regulations, rules, policies and procedures; (c) Undertakes or participates in review of existing systems (Mercury, Sun System and Field Personnel Management System, etc.) to enhance or improve processes and work flows; (d) Conducts dialogue/discussion with Programme Managers/Certifying Officers on efficiency and streamlining measures, provides feedback and recommendations on methods applied or implemented for tracking, monitoring and appraisal of budget implementation and performance measurement; (e) Participates/Acts as member of various Tribunal committees/bodies; (f) Drafts correspondence on budgetary matters, periodic and special reports on administrative and related operational matters as requested/directed by Chief DASS or the Registrar; (g) Performs other duties as assigned by Chief DASS or the Registrar.

Education
Advanced University degree in Business Administration, Accounting/Finance or related fields. A first-level university in combination with relevant qualifications as Certified Public Accountant or Chartered Accountant and experience may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in budget and financial management, administration, and related fields, of which five years should be in the UN system or other large International organization. Practical experience in financial and database management tools is required.
Languages
English and French are the working languages of the international Criminal Tribunal for Rwanda (ICTR). For this post, fluency in oral and written English is required. Knowledge of a second UN language is an asset
