Within the context of provision of Common Services for all UNICEF units in Geneva, as well as the Brussels office, heads the operations section of the Common Services, Geneva. You will direct a group of professional and support staff to ensure effective, equitable and efficient and smooth delivery of administrative security and travel services to all clients. You will ensure that this is done in strict observance of rules and regulations, while at the same time giving consideration to the varying needs and operating environments of each of the offices.
Qualification:
Advanced university degree in Business Administration, Management or related field.* Eight years of progressively responsible professional work experience at national and international levels in office management, especially in the area of human and financial resources planning and administration. Experience managing and implementing organizational change. Fluency in English and French required.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
1.Manages all operational Common Services transactions through the interpretation and determination of applicable policies, procedures, rules and regulations, e.g. contractual agreements, staff travel, purchase of supplies and equipment.
2.Coordination with UNOG. Maintains close contact with UNOG to ensure participation in as many Common Services as possible, with a view to obtaining the best cost benefit for UNICEF, e.g. for travel services, purchase of office supplies, etc.
Negotiates, arranges with UNOG for facilities covered in the Agreement with the Swiss government, i.e. customs, visas, security, accommodations, privileges and immunities.
3.Premises management. Ensures appropriate management of office accommodations and maintenance of office premises. Includes significant contact with landlord, external suppliers, and Geneva city and state officials.
4.Safety and Security. Serves as security focal point for all units in Geneva, ensuring that security and business continuity plans and lists are up to date and that all security equipment and systems are in working order.
Maintains close contact with UNOG Security Services, ensures that appropriate security measures are taken to safeguard the staff, premises and equipment and supplies in the building.
5.Monitors compliance with all operational systems, processes and procedures. Establishes relevant internal controls. Ensures accuracy, promptness and appropriateness of information.
Focal point for all internal and external audit issues related to administration, security, and travel.
6.Guidance and Support. Establishes, maintains and provides technical guidance and support to various consultative and advisory committees, i.e. CRC, PSB, GOMT, as well as the Staff Association.
7.Ensures the acquisition of all expendable property for all units in Geneva, ensuring procurement is in accordance with the organization's rules, regulations and procedures. Oversees inventory, its utilization and disposal.
Manages the effective use of the financial and human resources of the section.
