VACANCY Monitoring and Evaluation Officer Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. JOB SUMMARY: The Monitoring and Evaluation Officer will work closely with HKI's partners in Ministry of Health and Social Welfare, including the National Eye Care Programme, National Neglected Tropical Disease (NTD) Programme, the Tanzania Food and Nutrition Centre as well as other in-country partners. Working at the district, regional and national level, the M&E Officer will develop and implement tools to monitor and measure the programmatic impact of the multiple components of HKI's country programme.
MAJOR TASKS AND ACTIVITIES:
- Liaise with partners to review current programme indicators in existing monitoring systems and collaborate with partners to identify M&E related needs, aligned with the respective National Strategic Plans.
- Assess partners M&E staff capacities to implement M&E activities and develop appropriate training modules to address the identified needs.
- Design methodology, tools, and systems for program performance data collection, consolidation, analysis, and reporting.
- Contribute to programme design and ensure rigorous logic between activities, outputs, results and indicators.
- Support the development of performance indicators, M&E plans, and detailed implementation plans for programs.
- Organize and facilitate trainings of national and district level partners for the collection of performance indicators and use of monitoring data.
- Ensure that monitoring visits are conducted with appropriate tools, data is of high quality and that captured data is fed into management decisions.
- Establish an effective and fluent learning system by documenting and sharing lessons learned and M&E findings among partners.
- Other responsibilities include: contribute to the preparation of annual reports, country program profiles, periodic progress reports, donor progress reports, program statistics, peer-reviewed publications, and other materials that may be required.
SKILLS/KNOWLEDGE REQUIRED:
- Advanced degree required in public health, community development, nutrition, neglected tropical diseases or a related topic.
- At least five years experience of progressive responsibility in implementing public health or development programs, including significant responsibility in monitoring and evaluation.
- Thorough familiarity with principles and current approaches to monitoring and evaluation of public health or development programs using both quantitative and qualitative methods.
- Demonstrated experience designing and implementing M&E systems, including performance tracking, impact evaluations and surveys.
- Demonstrated knowledge of sampling and data collection techniques.
- Demonstrated experience in undertaking operational research for public health programs.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- Ability to travel frequently and work with multidisciplinary teams.
- Excellent interpersonal, writing and communication and team building skills.
- Strong computer skills and experience in using software for database development and data analysis is desirable.
