Location: Aweil, South Sudan
PURPOSE: The purpose of the consultancy is to support the establishment of three Child Friendly Spaces by building the capacity of the national staff and volunteers responsible for overseeing the centers’ operations as well as by providing guidance on CFS standard operating procedures. The principal goals of the consultancy are to: • Build the capacity of UMCOR national staff and center volunteers to perform the following functions: o Create and maintain a safe, healthy environment within the CFS; o Educate children and youth in life skills (conflict resolution, basic self-care, stress reduction, etc.); o Educate children, youth and community members on child rights and the UN Convention on the Rights of the Child; o Engage community members in constructive discussions on approaches that can be used to promote child welfare within the community (particularly as it relates to girls); o Provide basic counseling services (both individually and within a group setting) to children and youth attending the CFS; o Identify children or youth in need of additional psychological support; and o Link children or youth in need of additional assistance to any local, culturally-appropriate resources available within the community. • Provide mentoring to national staff and volunteers during a follow-up visit in these same capacity areas. • Provide advice and guidance to the Aweil Program Manager and UMCOR national staff on the physical set-up of the CFS and CFS standard operating procedures needed to ensure child safety. • Provide recommendations as needed for modifying the approved project activities and / or project budget. • Conduct a brief assessment of needs / service gaps in UMCOR’s areas of operation in Northern Bahr El Ghazal State and make recommendations for program activities, which UMCOR can propose to donors for funding, specifically UNHCR.
RESPONSIBILITIES:
Geographic Locations The consultancy will take place in Udhaba Returnee Camp in Aweil Town as well as two other locations in Aweil North and Aweil West counties (Northern Bahr El Ghazal State). The consultant will be accommodated at UMCOR’s Aweil Field Office, but will be expected to make visits to the project sites.
Accountabilities and Responsibilities Overall coordination of the consultancy will be done by the Program Manager in Aweil. The Program Manager shall be responsible for the approval of all deliverables.
Consultancy Duration The project is expected to start in August 2011. The consultant will make two trips to South Sudan and will work for a minimum of 30 calendar days (total, including travel time) over the course of the project lifetime. The first trip should be made within the first 2 months of the project. The exact timing of the consultant’s travel will be agreed upon with UMCOR’s Program Manager in Aweil.
Consultancy Deliverables The main deliverable will be a written report on the activities undertaken during the consultancy. A report must be submitted to UMCOR no later than two weeks (14 calendar days) following the completion of each trip to South Sudan. The report will be reviewed by UMCOR, which can request any subsequent feedback, corrections or changes. Each report must contain the following information:
• A detailed description of the activities undertaken in the field while in country; • Next steps in project implementation, which should be undertaken by UMCOR before the consultant’s next visit; • Recommendations for project/budget modification as necessary. • Recommendations for project ideas, which can be proposed to UNHCR and other donors. Monitoring and evaluations are captured, capitalized and incorporated into UMCOR programs through systematic supervision, reporting and documentation including exchange of feedback on project impact for replication and scaling up;
• Research, write and submit concept ideas for new food security / livelihoods and nutrition projects to complement UMCOR South Sudan’s work; and • Assume any other duties as may be assigned by the Program Manager.
QUALIFICATIONS and Professional Experience: • The position requires a degree in a relevant field (Rural Development/Business; Agricultural Economics; Agriculture, community development); • Short course trainings in vocational training, nutrition, community microfinance methodologies, participatory approaches to development and emergency planning; • At least 3 years of field experience with INGOs in program design, implementation, monitoring and evaluation of Food security & livelihood programs in Africa; and • Experience managing complex recovery and long term sustainable food security/livelihood programs within an integrated community/rural development strategy aimed at poverty alleviation.
KNOWLEDGE: • Knowledge of researching and writing proposals and budgets for food security/livelihood programs; and • Knowledge of USAID and Institutional Donor policies and procedures related to food security and livelihood projects’ monitoring and impact evaluation.
ABILITIES: • Must possess excellent representation and negotiation skills, diplomacy and patience; • A team player with good interpersonal and team building skills; • Ability to work in conflict/post conflict environment and drought/flood prone regions with limited resources; and • Ability to understand the cultural and political environment and to work well with local authorities in a diplomatic manner.
