End Project Evaluation Consultant Media Independence and Education in Somalia (MIES)
- BACKGROUND
Relief International (RI) is a humanitarian nonprofit organization specialized in disaster relief, rehabilitation and sustainable development. RI is registered in Somalia as a nonprofit international NGO and implementing a range of humanitarian operations in Puntland and Central regions of Somalia.
RI implemented the Media Independence and Education in Somalia (MIES) project from February 2009 –June 2011 under the European Instrument for Democracy and Human Rights (EIDHR). The project is implemented in Puntland (Galkayo, Garowe, and Bossaso).
1.1. Project Objectives and Expected Results
The overall objective of this intervention is to improve the right to freedom of opinion and expression, for information dissemination to the population of the semi-autonomous state of Puntland (Somalia) – thus to enhance the respect for human rights and fundamental freedoms. The specific objective is to increase the functionality, participation, and peace of the civil society fostered by an independent Puntland-based Somali media that maintains public acceptance and a demonstrated commitment to independent media standards.
The three expected results are: 1. Enhanced technical production capacity of media entities; 2. Promoted adoption of independent and objective media best practices by media entities; 3. Increased cross-community awareness and support for independent media as an essential component to civil stability and advancement.
These program components support one another to mitigate triggers for local conflict and support a broad-based, inclusive reconciliation process.
1.2. Project Contents
The project includes 3 main components:
Component 1: Improve Technical Production Capacity of Local Media Activities: • Technical System Needs Analysis • Technical System Rehabilitation • Technical Skill Media Training
Component 2: Promote Independent, Professional, and Objective Journalism Activities: • Media Skills Needs Assessment • Independent Media Skills Training
Component 3: Increase Cross-Community Awareness and Support for Independent Media Activities: • Establishment of Media Awareness Committees • Definition of Media Awareness Committees’ Terms of Reference • Media Awareness Campaigns
- END PROJECT EVALUATION (IMACT ASSESSMENT)
2.1. Objectives
• To evaluate the implementation process and achievements of the project. • To document lessons learnt in term of intervention selection and project implementation.
2.2. Scope of the evaluation
2.2.1. Reviewing and documenting project outputs: At the beginning of project, a set of indicators were developed. The indicators are used to assess the implementation as well as impact of the project. Indicators have been selected for each project’s sub-components to reflect the most significant aspect of that sub-component’s activities in meeting the project’s objectives. For end project evaluation, Consultants should review and analyze these indicators.
2.2.2. Evaluating project’s outcomes: The project should be evaluated against its objectives, using indicators. Data for indicators will be collected through community & beneficiary based surveys or the project’s reporting system. Surveys should be designed in a way that allows status of project impacts on different beneficiary populations such as the media group, CBOs, and others.
2.2.3 Drawing lessons learnt: It is important that lessons learnt from this project are documented and disseminated for the sake of other media projects as well as programs addressing media related issues. Apart from quantitative data, it is expected that the Consultant will collect qualitative information by interviewing key informants or holding group discussion/workshop with key stakeholders to get more in-depth understanding of the conception and implementation processes and implications the project had in people’s understanding of independent and effective media system.
In addition, the Consultant should review existing literature and lessons from similar projects in Puntland and elsewhere in Somalia to draw lessons on (but not limited to) choice of interventions and implementation process of the project.
2.3. Evaluation Consultant
2.3.1. Description of the evaluation consultant
In order to conduct such an evaluation, it is proposed that a qualified Consultant be selected and hired.
2.3.2. Job description Key tasks • Develop a plan of action for the whole evaluation • Undertake basic activities to support all the evaluation studies • Elaborate an analytical framework for the evaluation • Prepare a conceptual and practical framework for the comprehensive assessment of quality media services • Translate analytical framework into data collection and analysis tools • Lead in proceeding analysis works • Prepare evaluation report • Serve as principle presenter in front of key audiences • Cooperate with RI Team on the ground • Serve as the contact person of the evaluation process
Deliverables • Detailed evaluation implementation plan. • Detailed and comprehensive evaluation survey tools. • Debrief session for the RI project management staff. • Comprehensive draft and final evaluation (impact assessment report), including a section on lessons learnt. • Soft copy of the data base of primary data analyzed and used in the report.
Qualifications • Relevant degree (preferably Post Graduate) in international development, media, or a related field • At least 10 years work experience undertaking evaluations of development programs • Proven analytic and evaluation skills • Proven communication/presentation skills • Previous experience in the media sector in low and middle income countries as well as conflict affected countries • Understanding of the Somalia context • Excellent capacity in English (both writing and speaking); knowledge of Somali a plus
2.4. Timeframe The evaluation should be completed within 20 days. The Consultant is expected to be available to start the Consultancy in July 2011.

- Supports to be provided by Project Providing secondary data: a number of assessments and reports were completed for specific purposes of the project that are going to be useful for the end-project evaluation. These include surveys on the project’s activities and results, assessment on the technical capacity of targeted media entities, progress reports, and more. These will be provided to the selected Consultant.
Project staff support: During the evaluation, an appropriate project staff will be assigned to support the evaluation process.
Facilities support: During the evaluation, office facilities, accommodation and transportation will be provided by RI.
