Project Summary:
MSI is currently looking for an M&E officer to guide and implement performance measurement systems for a support project for USAID in Kenya. The project will be a nation-wide activity supporting USAID’s ability to monitor and evaluate their program activities in economic growth, education, health, and democracy and governance.
Position Summary: The Senior Evaluation Officer position will be a senior-level position reporting directly to the project COP. The position duties include leading the methodology and technical direction for all performance measurement and evaluation activities for all USAID programs in Kenya. The position will be responsible for all data collection, storage, and reporting and will be responsible for training data collection staff and ensuring high quality of data. The Senior Evaluation Officer is also responsible for developing innovative ideas for long-term impact studies over the course of the project. The Senior Evaluation Officer will oversee a small M&E staff and work closely with the project COP to present all project results to USAID. The Senior Evaluation Officer position is based in Nairobi and is full-time. The project is expected to begin in mid- 2011 and will run for a three-year period.
Responsibilities: • Implement all aspects of the performance measurement oversight for USAID programs in Kenya; • Provide technical assistance and training to USAID staff and partners in performance monitoring; • Oversee all data verification activities; • Assist with the design of mid-term, final, and impact evaluations; • Lead and/or participate in evaluations of USAID projects; • Train all data collection staff and consultants on data collection methodology and tools; • Oversee special studies and data analysis on an ad-hoc basis; • Develop quarterly progress reports based on performance measurement and evaluation activities.
Qualifications: • Degree in social science, development, or a related field; MA preferred; • Substantial experience in the field of performance monitoring in international development, preferably with USAID; • Experience with managing for development results; • Experience conducting mid-term and final evaluations of development projects; • Familiarity with both qualitative and quantitative data collection; • Experience training and overseeing data collection staff; • SPSS, SAS or a similar program; • Excellent communications skills; • Ability to analyze, write, and present data; • English fluency; • Previous work experience in Kenya or East Africa is a must.
