The Key Responsibilities/Duties:
Strategy and Programme Development
• Ensure that all health and nutritional departments deliver high quality programming that is compliant with best practice as outlined by SSHiNE program and South Sudan Government guidelines and policies at the state. • Educate beneficiaries to consume the rations distributed in the appropriate quantities and ensure targeted children are availing themselves of all aspects of the health program • In conjunction with the program partners develop, train and mentor a nutritional survey team which can undertake nutritional survey and health assessments
• Ensure that all nutritional surveys are planned and carried out in a timely manner, are conducted to the highest standard, and all analysis of surveys are accurately recorded • Ensure SSHiNE management are fully updated on the unfolding nutritional situation and are provided with the key findings from nutrition assessments, reports, external updates, etc. • Train and support health facility staff as they assume responsibility for the delivery of all health and nutritional programmes in their areas of responsibility • Under the direction of Health and Technical Advisors, ensure that Field Coordinators assist the Core Group Promoters and team in the coordination, planning and delivery of all nutritional programmes • Support ADRA and partners Nutrition Response program by providing technical advice and guidance on technical issues identified during the course of implementation.
Staff management • Actively promote and facilitate intra and inter-team discussion and communications. • Directly manage all health facility staff reporting (including technical staff members); including establishment of work objectives and work plans and monitoring staff performance against same
• Support relevant senior staff in the procurement of equipment/tools and in Training/Mentoring/Coaching of the relevant field staff • Provide coaching and mentoring in the area of health and nutrition to the field staffs
Planning, Monitoring, Evaluation and Reporting
• In collaboration with the Monitoring and Evaluation Advisor, be responsible for ensuring ongoing monitoring of the programme against objectives outlined in the programme plan and recognised international standards. • In conjunction with the relevant persons, prepare Terms of Reference (TOR) for evaluation of Health and Nutrition programmes and organise evaluations and learning reviews with consultants hired for the purpose. • Prepare high quality periodic written reports for SSHiNE and for programme donors (quarterly and annual) and other reports as required.
Representation • Represent SSHiNE partners and participate in meetings of the Nutrition Cluster and other technical meetings on nutrition and health (at the National level and field level as appropriate). • Contribute to policy working groups/ technical committees on the development of guidelines, tools, materials for wider use in the Health and Nutrition Sector. • Share information and learning from experiences through programming with relevant government agencies, UN organisations, and other key networks. Help to strengthen collaboration and coordination between SSHiNE partners and other organisations in the area of health and nutrition, ensuring learning from best practice examples takes place.
Qualification and Experience • MSc in public health, nutrition or nursing with experience of nutrition in an emergency/ development context in a developing country environment. • At least 3 years of experience in health and nutrition programming. • Knowledge & experience of technical nutrition aspects – assessments, surveillance, surveys, etc. • Two years experience in a management position. • Experience of coaching, training, and using other tools for building capacity of national staff and of working with / supporting government institutions • Good analytical, monitoring and evaluation skills and the ability to write good quality proposals and reports in English. • Excellent networking, representation and coordination skills – NGOs, UN and government agencies. • Good understanding of cross cutting issues- gender, HIV and AIDS, DRR, etc. and how to integrate them into public health / nutrition programmes. • Flexible, reliable, culturally sensitive and with the ability to work in teams/ isolated situation and stressful environments and under pressure meeting deadlines. • Initiative and ability to work with minimal supervision.
• Knowledge and experience of the CMAM (Community Management of Acute Malnutrition) approach for treatment of malnutrition as well as programmes addressing prevention of acute malnutrition
