Purpose: To Support Juba Area office to prepare and update NEP management plan.
Expected fee: USD 6000 per month (corresponding to P2 level)

Background/Justification
As of January, 2012 UNICEF will start implementing IPSAS. VISION is developed as accounting and financial tool/or system to comply with IPSAS and therefore effective 1 January, all financial transactions will be migrated from ProMS to VISION. One of the crucial activities to be carried out in preparation of this migration is to ensure accurate data is migrated into VISION. The Southern Sudan offices have started data cleansing activities in various areas, however, work has not progressed much on one of the major areas to be accurately migrated – which is management of non-expendable property (NEP). There is a need to dispose of all obsolete NEP, ensure accuracy of costs of non-obsolete items and correctly record the non-obsolete assets in the inventory data base.
To enable the office achieve this milestone and considering the vastness and diversity of assets in various locations, it has been decided to recruit a consultant to assist in achieving this objective. The consultant will work under the direct supervision of the Administrative Officer and under the overall guidance of the Chief of Operations and zonal Operations Managers.
Specific Tasks
• Conduct a thorough physical inventory of all UNICEF assets throughout Southern Sudan including vehicles on loan to Government. • Ensure all assets are properly tagged and identified as UNICEF Assets • Ensure location of all assets are clearly identified • Compile a list of location of assets and have staff acknowledge receipt of items in their custody. Place a copy of inventory in each location in the various offices. • Review minutes of all PSB meetings and compile the list of assets recommended for disposal.
• Reconcile the physical inventory and the PSB recommendations against the Lotus notes database. • Reconcile PSB decision with the implementation status in the PSB register. • Identify items from the physical inventory that are not IPSAS compliant which should therefore be recommended for disposal. • Recommend only IPSAS compliant assets to be migrated into VISION. • Compile a final list of items for submission to PSB committee for recommendation to Director for disposal. • Identify list of attractive items for inclusion in the data base. • Review existing work processes for NEP and make recommendations for improvement • Recommend solutions to Audit Observations on NEP. • Any other activities that will ensure accurate inventory

The Consultant shall report the findings to the Admin officer in Juba, under the overall guidance of the Chief of Operations in Juba.
Expected background and Experience
It is recommended that this work should be done by experienced consultant who has vast experience in asset management within the UN system.
