IDLO seeks a Legal Education and Training Advisor who (the ‘LET Advisor’) who will be based in Juba, Southern Sudan, on a full-time, long-term basis. The LET Advisor will report to the IDLO Field Program Manager (the “supervisor) in Juba.
The LET Advisor will be the primary focal point for IDLO’s planned assistance under the US State Department (INL) funded program ‘Supporting Legal Education and Training Institutions in Southern Sudan’. The incumbent will divide his/her time between the University of Juba Faculty of Law and the Southern Sudan Legal Training Institute and will be responsible for developing and maintaining close relationships with the key personnel of both institutions. The LET Advisor will be responsible for ensuring quality and timely implementation of deliverables in IDLO’s Legal Education and Training Institutions project, representing IDLO with the national and international community and developing new program opportunities in Southern Sudan. The LET Advisor will also work with other IDLO Southern Sudan Projects as required. Specifically, the duties and responsibilities of the incumbent shall include:
University of Juba Faculty Law
In cooperation with the Dean of the Faculty of Law and the IDLO Field Program Manager, develop a work plan for activities under IDLO’s Project ‘Supporting Legal Education and Training Institutions in Southern Sudan’; Assist in the organization of an international workshop to assist the Faculty of Law in revising their curriculum and course content in-line with regional standards; In cooperation with the supervisor and IDLO Field Operations Unit in Rome, identify suitable short-term consultants to provide assistance to the University of Juba Faculty of Law in the development of textbooks and oversee the provision of such assistance;In cooperation with the supervisor and IDLO Field Operations Unit, identify a suitable short-term consultant to provide assistance to the University of Juba Faculty of Law in the establishment of a legal aid clinic and oversee the provision of such assistance; In cooperation with the supervisor and IDLO Legal Documentation and Research Officer oversee the provision of legal resources and training in legal research for the University of Juba Faculty of Law.
Southern Sudan Legal Training Institute
In cooperation with the Provisional Board of the Legal Training Institute (the ‘LTI’) and the supervisor, develop a work plan for activities under IDLO’s Project ‘Supporting Legal Education and Training Institutions in Southern Sudan’. Oversee the development of the LTI into an operational institution through regular guidance and advice to the Provisional Board and Management Team. Including: implementation of the strategic and financial plan, development of rules and procedures, development and implementation of the first training programs; Assist in the organization of a regional workshop of Legal Training Institutions and international experts to assist the LTI in curricula design;In cooperation with IDLO Training Experts, prepare and oversee ‘train-the-trainers’ sessions for LTI trainers; Provide assistance to the LTI in broadening their funding source, including through the development of project proposals.
General
Provide regular reports to the Field Program Manager on Program Implementation; Represent IDLO at working group or coordination meetings, as instructed by the Field Program Manager;Provide input into IDLO project proposals regarding legal education and training; Provide assistance to other IDLO southern Sudan projects within his/her area of technical expertise; Provide mentoring and guidance to IDLO Southern Sudan national staff.
IDLO seeks a Legal Education and Training Advisor with a genuine interest and passion for the Organization’s mission. The ideal candidate will have a Law degree from a common law jurisdiction, or significant experience in rule of law programs in common law countries and at least ten (10) years experience in legal education and training, including reform efforts in higher legal education and professional legal training in developing and post-conflict countries. Professional experience in southern Sudan will be an asset and experience as a professor or in a management position at a legal training center will be a significant advantage. The ideal candidate will also have a familiarity with traditional approaches to legal education and training, but should be willing to be innovative and be able to apply international standards to local contexts which have minimal resources. Experience in, and knowledge of, the East Africa legal community is highly preferred. He/She will be used to working both under pressure as well as working independently, but within a team setting. Fluency in spoken and written English is required. Knowledge of a local language is a plus.
