Oxfam GB is part of Oxfam International (OI), an international confederation of 14 organizations working together in 99 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. OI’s vision is a just world without poverty.
In 2009, the Executive Directors of Oxfam affiliates agreed to move to a single management structure for the delivery of Oxfam country programmes globally. The result was to agree a single management affiliate for each country programme, supported by implementing affiliates, toward the delivery of a single OI Joint Country Strategy (OI JCAS). There are currently 4 Oxfam affiliates engaged in DRC, namely, Oxfam GB, Oxfam Novib, Oxfam Quebec, and Oxfam Solidarite. Their work span across various partners across the country, with a focus on all four-change goals of Oxfam, being Economic Justice, Essential Services, Rights in Crisis and Gender Justice. Oxfam GB has been appointed as the managing affiliate and has overall responsibility for ensuring delivery against the JCAS by all affiliates.
Oxfam in DRC is seeking a Country Director to take the lead in representing Oxfam and the programme within the country, the region and globally.
The Role
The role is a senior management post reporting to the Deputy Regional Director. The Country Director will lead the development and delivery of the DRC programme in ways that will have the greatest impact on poverty and consistent with Oxfam’s wider organisational principles and approaches and ensure adequate and cost effective resource management including people, budgets and funding. The role works with the Country Leadership Team (CLT) to ensure that minimum standards are met in the country for programme management, HR, finance, security, health and safety. The role co-ordinates with the CLT to identify new funding sources and negotiate funding opportunities to support programme implementation. The role line manages the Managing Affiliate’s work in the country – staff, budget, funding and the programme delivered by the Managing Affiliate. The OI Country Director takes the lead in representing Oxfam and country programme within the country, the region and globally as well as build relationships and develops networks
The Person
We are seeking an exceptional leader who is committed to success, with proven strategic and implementation ability and strong conceptual and analytical skills. You will have senior management experience in development and humanitarian contexts in at least two different countries. You will demonstrate strong people leadership and management– strong and firm in demanding performance and accountability while being fair in dealing with people. You will have the interest and ability to develop and mentor staff and teams. In addition, your ability to distance-manage and lead cross-functional and multi-cultural teams is essential for this role. You will have an understanding and experience of institutional capacity strengthening and developing partnerships to deliver change to those who need it most. To be successful in this role, you will have well-developed emotional intelligence, be a self-starter and have good self-management skills. You will have active commitment to promoting gender equity and diversity, and promoting the interests of marginalized people in all aspects of the organisation’s work.
You will have fluency in spoken and written English and fluency in French will be ideal. Willingness to learn French will be considered.
