Project Associate, Access to Justice Project (Local position)

Organizational Context

UNDP Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. It is composed of three main Programme portfolios:

(i) Rule of Law and Security (ROLS);
(ii) Governance and
(iii) Poverty Reduction and Sustainable Livelihoods (PRSL)

UNDP's Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and cope with the impact of violence. The three ROLS projects provide a development approach to rule of law and security, addressing simultaneously the institutional (top down) and community (bottom up) aspects of rule of law and security:

  • Access to justice — The project is not only seeking to train and build the capacity of the legal profession, it also works on providing access to justice for most vulnerable communities, especially those living in areas with no functioning state institutions.

  • Civilian Police— UNDP considers police work to be a service to the community.

  • Community safety — (DDR/AVR) —Community safety recognizes the role of communities in ensuring their wellbeing and reducing armed violence at the local level, in partnership with local authorities.

The UNDP Access to Justice Project follows the basic principles of ‘Do No Harm’ and ‘Human Rights Based Approach’ to project and program planning. As such, human rights and gender issues are central to the project. Broadly, the programme has focused on macro-level policy reforms, combined with capacity-building for judicial institutions and increasing overall access to justice for Somalis. In particular the project aims at achieving the following:

  • Somalis have improved quality of justice dispensation through responsive judicial system with oversight, expansion of legal aid, and increased number of legal professionals;
  • Legal reform and initiation of harmonization of Xeer, Sharia and statutory law institutions in accordance with international human rights norms and standards.

Under its capacity building component, UNDP is seeking to mobilise the capacity of Justice Actors to improve the quality of justice dispensation to better ensure that fair trial guarantees for all those arrested and due processes are respected and support an impartial, competent, efficient and effective judiciary.

Under the overall supervision of the UNDP Head of Sub Office and the direct technical supervision of the Access to Justice Area Project Manager, the incumbent will provide administrative, operational and programmatic support to ongoing UNDP ROLS Access to Justice work-plan 2011 initiatives in North East of Somalia, and carry out activities related to the implementation of strategies to strengthen access to justice in the region. The incumbent will be working closely with National Access to Justice Staff, HR, Procurement and Finance and members of the Rule of Law Team in Garowe. He/she will also support national planning processes, national capacities and project formulation. The Incumbent will be expected to work with UNDP Partners to ensure issues relating to gender, juveniles, IDPs and vulnerable groups are mainstreamed into all legal aid programmes. The Incumbent will be expected to carry out regular field visits to Bossaso, Gardo and Galkaio.

The Project Associate will be working closely with the operation team, programme staff in other UN Agencies, UNDP HQ staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP project implementation.

Summary of key functions:

1- Planning, Implementation and Monitoring of Access to Justice Activities
2- Procurement, Budgeting and Financial Management
3- Timely and quality reporting to Project Managers on Access to Justice activities
4- Support Access to Justice Project: Liaison with Partners and Coordination
5- Provide technical support to the Project Managers in the management, coordination and supervision of the following Access to Justice Project activities

1- Ensures effective planning, implementation and monitoring, focusing on the achievement of the following results

  • Ensure strong linkages between ROLS programme and projects,
  • Support Project Managers and Access to Justice team on UNDP procedures to follow in terms of budgeting, contracting modalities with implementing partners,
  • Actively participate in the preparation of work plans and operation plans as well as procurement plans for projects,
  • Monitor progress and advise on timely corrective actions for proper operational project delivery,
  • Analyze quality of project delivery and advise on project implementation, including devising M&E project indicators and tool,
  • Liaise with counterparts in the preparation of contracts including letters of agreement (LOA) and Micro Capital Grants (MCG) including activities, work plans, budget and schedule of payments and submit draft of agreements to Project Managers for approval; ensure that such agreements are up to date and that activities are not undertaken beyond contractual period,
  • Perform quality control function of project activities, including assessing impact and effectiveness, tracking outputs and results, and ensure timely and efficient delivery of project through a client-satisfaction approach,
  • Maintain an appropriate filing system documenting the implementation of approved work-plan activities,
  • Monitoring of achievements of outcomes and outputs as per LOA sand MCGAs and supporting counterpart through supervision and training in ensuring timely and proper financial and narrative reporting in collaboration with the Programme Specialist’,
  • Undertake regular monitoring and data collection of project activities and provide weekly work-plan and progress reports to the Project managers,
  • Produce timely implementation and monitoring reports as required by the Access to Justice Project Manager, sub-office and Project Team.

2- Ensure effective procurement, Budgeting and Financial management, focusing on the achievement of the following results:

  • Prepare project activities budgets based on approved work plans,
  • Provide logistic and admin support to the Project,
  • Raise requisitions and be the financial focal point utilizing ATLAS (UN financial management system),
  • Provision of inputs to preparation of procurement plans for the office,
  • Preparation of inventory reports and keep up to date the office filing system,
  • Review financial reports submitted by counterparts and liaise with counterparts to ensure the transparent and accountable use of funds provided in the framework of LOAs and MCGs,
  • Support coordination of activities implemented in all regions and promote information sharing between the regions and different components of ROLS,
  • Support the counterparts and UNDP Access to Justice Staff on operational issues, and complying with UNDP rules and procedures under Letter of Agreements and Micro Capital Grants Agreements.

3- Provides timely and quality reporting to Project Managers on Access to Justice activities, focusing on the achievement of the following results

  • Ensure that donor and other kinds of reporting are done in a timely manner and within the UNDP rules and regulations or according to the criteria set out in partnership documents with donors,
  • Ensure proper reporting to Project managers on implementation, the achievement of outputs as well as, contribute to reporting on progress towards outcomes and impact,
  • Prepare presentations to development partners, Head of Sub Office and Project managers as required,
  • Produce bi-weekly access to justice progress reports, issues and constraints against work plan and as required to be submitted to the Head of Sub-Office and the Project Managers,
  • Liaise with the Programme Specialist to provide regular project updates for the sub-office as required, especially as related to relevant outcomes in UNSAS,
  • Provide support and initiate dialogue with relevant Puntland authorities, line ministries, local and international NGOs, civil society organizations and other relevant stakeholders, and advance UNDP ROLS agenda on issues relating to access to justice.

4- Support Access to Justice Project: Liaison with Partners and Coordination focusing on the achievement of the following results

  • Ensure team work and effective coordination and knowledge sharing,
  • Liaise with relevant partners and build strong relations with the national counterparts,
  • Support the Project managers to coordinate donor and project boards, and prepare project updates for Donors,
  • Promote information sharing and coordination with UN agencies,
  • Ensure all staff submit weekly activity plans at the start of each week and reports on achievements at the end of each week to the Area Project Manager.

5- Provides technical support to the Project Managers in the management, coordination and supervision of the following Access to Justice Project activities, focusing on the achievement of the following results:

  • Provide support to key partners (Bar Association, NGOs) in the formulation of project proposals on legal aid for economically deprived individuals and monitoring related project activities implementation,
  • Provide support to key partners in the formulation of project proposals on harmonization of Xeer and interlinking formal and informal justice system and monitoring related project activities implementation.

Impact of Results

The key results have an impact on the efficiency of the Access to Justice Project and Rule of Law and Security Programme. Works undertaken will increase the timely delivery of projects, ensure they meet with UNDP Procedures and regulations and strengthen the capacity of the Projects as a whole. The incumbent’s own initiative is decisive in results of work and timely finalization.

Recruitment Qualifications

Education:

  • Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in University Degree in Economics, Business Administration, International Relation, Law, and Political Science would be desirable, but it is not a requirement.

Experience:

  • 7 years of relevant experience in administrative or project support experience is required at the national or international level;
  • Experience in providing support to programme and project management;
  • Experience working in ATLAS is an asset;
  • Previous experience working in the UN or International NGO is preferred;
  • Experience working in access to justice issues is desirable but not a requirement.

Language Requirements:

  • Fluency in English and Somali required.
