Organizational Context
UNDP Somalia is comprised of three main programmes, Rule of Law and Security, Recovery and Sustainable Livelihoods and Governance. The Partnerships and Planning Unit is a central unit within UNDP Somalia that supports effective and efficient programme delivery in Somalia. To this end, PPU directly supports the three main programmes at UNDP Somalia with expert services tailored to a crisis context.
TO ensure effective and efficient delivery of development progammes in Somalia, UNDP established two Sub Offices in Hargeisa and Garowe. The M&E Specialist will report primarily to the Head of Sub Office, with matrix reporting to the Assistant Country Director. The incumbent will form a part of the core Sub Office programme team, which provides support in all areas will focus on providing high quality advisory services, training and on the job mentoring. While quality assurance remains a core programmatic function, PPU and Sub Office programme teams will ensure overall consistency with corporate standards, policies and procedures.
Overall:
Under the direct supervision of the Head of Sub Office, with matrix supervision by the Assistant Country Director – Programme, the Monitoring and Evaluation (M&E) Specialist is responsible for carrying out a variety of substantive and technical functions. The M&E Specialist will work closely with the Programs as part of the Sub Office and PPU teams. As UNDP is the lead agency for two of the five outcomes under the UNTP (Governance and Rule of Law/Security), the M&E Specialist will have the responsibility to develop a strong M&E framework for the monitoring of the progress towards these outcomes. The M&E Specialist will develop the tools and indicators to measure progress towards outcomes and overall program objectives. In collaboration with the PPU, the M&E Specialist will also provide training to program staff in sub-offices in Somalia. S/he will provide strategic monitoring, including close monitoring of risks to programming. Furthermore, the incumbent will ensure that proper monitoring and evaluation is carried out at outcome level and will provide input to extracting and capturing lessons learned. The Monitoring and Evaluation Specialist will also provide its support to the donor reporting to ensure that reports cover outcome indicators and strategic information on results and impact of interventions.
The M&E Specialist works under the direct supervision of the Head of Sub Office, Assistant Country Director – Programmes as part of the PPU. In addition, the M&E Specialist will work closely with Programme and Project teams in the Sub Offices, Government officials to ensure that thematic, programme and project monitoring and evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

- Implementation of M&E policies and strategies
- Management of the monitoring and evaluation process
- Facilitation of knowledge building and knowledge sharing on monitoring and evaluation
(1) Ensures the implementation of evaluation policies and strategies at field level, focusing on achievement of the following results:
- Strategic monitoring of UNDP programs in particular at outcome level. Support to UNDP programs so that UNDP fulfills adequately its role as lead agency for outcome 1 and 3;
- Supports M&E of the UN Transition Plan as part of the interagency M&E team and support strategic thinking of UN monitoring and evaluation;
- Support the design and implementation of outcome monitoring system;
- Prepare terms of engagement for M&E missions at outcome level or at strategic program level to be undertaken by third parties; support in identifying, hiring & supervision of evaluation experts and provide substantive analysis & input to the exercise;
- Manage country program evaluations and ensure that lessons learned are applied for future programming;
(2) Supports effective management of the evaluation process in the Country Office, focusing on achievement of the following results:
- Provide methodological support to various programme units during the formulation, approval and implementation of M&E procedures and instruments and select RBM tools, in particular related to outcomes and impact monitoring.
- Develop benchmarks and ensure performance improvement through the development of data collection tools, reporting formats and evaluation instruments, in collaboration with Programme Management Support Team (PMST);
- Support to program specialists and program sections for the implementation of the M&E system, programme coherence, benchmarking and measuring of indicators at outcome level;
- Oversees proper application of RMG tools at outcome level by programs;
- Support to value-for-money monitoring, including tracking of resources towards outcomes;
(3) Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, particularly at the sub office level, focusing on achievement of the following results:
- Continuously monitors risks to programs and assesses risks of newly developed projects; support to development of risk mitigation;
- Carry out programme analysis, both at impact level and outcome level, in order to capture lessons learned and ensure that risks are properly monitored and mitigated;
- Orient and train Country office staff in understanding and applying monitoring & evaluation policies, tools & methods, particularly at outcome level and in collaboration with PMST;
- In coordination with the PMST, review reports submitted by projects/programmes, analyze results/lessons learned, research inputs and provide strategies for development of information via reports and briefs dissemination to stakeholders
- Facilitate dissemination of and support programme units in application of best practices & advocate UNDP successful experiences in results-based monitoring & evaluation as well as substantive areas of expertise through global knowledge networks.
- Undertake regular field visits to ensure compliance and timely execution of the planned monitoring & evaluation by various programme units
- Collating lessons learned from crisis country program implementation in real time and sharing lessons internally, with counterparts, and on the knowledge networks
- Participation in inter agency and donor meetings if required.
- Participation in networks and liaise with evaluation office of Headquarters, if required.
Impact of Results
The key results have an impact on the overall effectiveness and success of UNDP’s interventions and activities in achieving the country’s development and the MDG. Effective implementation of evaluation policies and strategies, as well as efficient management of the monitoring and evaluation process, enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Recruitment Qualifications
Education:
Master’s degree in social sciences or International Relations, Political Science, Economics or related social sciences.
- First level university degree with a combination of relevant academic qualifications and 7 years work experience in project management and Monitoring and Evaluation may be accepted in lieu of the advanced university degree
Experience:
- At least 5 years professional work experience in project management, Monitoring and Evaluation.
- Field experience is required, preferably in post conflict countries
- Substantive knowledge in development issues in general and UNDP’s practice areas is desirable. Strong substantive knowledge of Monitoring and Evaluation tools is required, in particular, results based management.
- Knowledge of Results Management Guide of UNDP and Prince2 is desirable.
- Proven experience in UNDP monitoring and evaluation, familiarity with UNDP project execution rules and regulations are desirable.
Language requirements:
- Strong written and spoken English skills.
- Knowledge of Somali is desirable.
