Project/Proposal Summary:
MSI is currently seeking a Program Manager as part of a two-year project to lead a USAID-funded performance management system project. The objective of this project is to develop a web-based performance management system and to improve and establish monitoring and evaluation processes and procedures within the USAID Mission and Ethiopian implementing partners.
Position Summary: The Program Manager is the project leader, responsible for overseeing all project activities and ensuring good communications and direction among the team. The Program Manager is also the primary point of contact between the team and USAID/Ethiopia and is responsible for ensuring the creation and timely submission of deliverables. The Program Manager is also ultimately responsible for ensuring the timely and effective management of all project activities and staff. The assignment period would be July 2011 through July 2013 at a full-time level of effort.
Responsibilities: • Direct all project activities and staff and work effectively with USAID/Ethiopia and implementing partners • Conduct TPM, draft project work plan, annual plan, quarterly progress reports and annual reports • Guide M&E Officer when developing PMPs, DQAs, evaluation processes, and curricula for training • Develop strong working relationships with local research and evaluation firms and individuals to conduct regular and ad-hoc assessments and evaluations of activities • Oversee M&E and PMP training sessions for Mission staff • Guide the IT specialist during database development, launch and ongoing support • Work closely with finance staff to ensure tracking of all costs and management of project budgets; • Oversee deliverables to ensure the highest quality of work
Qualifications: • Experience leading USAID monitoring and evaluation projects; • Demonstrated experience developing PMPs and conducting Data Quality Assessments • Experience guiding Missions in changing organizational processes or systems • Experience using performance measurement systems to provide continual self-assessment and feedback of project activities; • Previous experience working with database and systems development; • Previous experience conducting or designing monitoring and evaluation trainings; • PHD or M.A. in social sciences preferred; • Fluency in English, • Excellent English-writing skills.
