Background The Enhancing Food Security and Increasing Incomes Initiative FSI) is a six-year CIDA funded project implemented by Aga Khan Foundation, Mozambique (AKF M). It is aimed at improving the overall quality of life of women and men living in Cabo Delgado province in northern Mozambique. The project aims to achieve this through improved food security and livelihood opportunities for up to 35,000 households in seven districts. Specifically, FSI has three main components – food security, market development and sustained improvements in access to financial services.
Underpinning all interventions and supporting their sustainability is the establishment and strengthening of village development organizations (VDOs) as mechanisms for fostering gender equality and building capacity to develop and plan projects that improve the lives of community members. Critical to all interventions are efforts to empower women and men in households of target districts to share more equitably in the efforts and benefits of socio‐economic development.
The Position The position is based in Pemba, Mozambique. The successful candidate would lead and coordinate the routine monitoring of activities. Specifically, the Monitoring and Evaluation Coordinator for FSI would:
- Ensure the systematic collection, analysis, and reporting of routine data for project improvement. This includes building the capacity of M&E staff to design data collection tools and building the capacity of component staff to apply these tools;
- Ensure that a management information system (MIS) is in place and functional, thereby allowing data to be accessed in a simple way for purposes of reporting and project improvement;
- Lead the design and implementation of mixed methods studies (i.e., both quantitative and qualitative) to assess the achievement of project outcomes, with or without the support of externally hired consultants;
- Lead annual reviews of FSI’s Performance Measurement Framework (PMF) to ensure that indicators are still relevant, targets still realistic, and risks/assumptions still mitigated/valid;
- Ensure the timely submission of results-based reports to CIDA on the FSI grant and build the capacity of M&E staff in results-based reporting; and
- Support other M&E functions and activities as required
Required Qualifications and Experience: -A Master’s level education, preferably in rural or social development, or in behavioural or social sciences, with practical experience in the monitoring and evaluation of activities in the agricultural, market development, or access to finance sectors; -5+ years of relevant professional experience in a development context, particularly in Eastern or Southern Africa; -Extensive knowledge of results-based management (RBM), including how to design and analyze logic models and how to develop SMART indicators; -Demonstrated knowledge and capacity to design and implement qualitative and quantitative research methods for the purpose of project evaluation; -Experience with the development of data collection methods and tools (forms, formats, questionnaires) as well as systems for the entry, analysis and storage of data (e.g. Ms Access, SPSS, or others); -Excellent written and verbal English-language skills; knowledge of Portuguese or of languages local to Cabo Delgado are assets; -Ability to travel extensively and live in remote conditions.
Other Competencies: • Demonstrated capacity to multi-task, work independently, take initiative and manage a variety of activities simultaneously; • Ability to communicate technical issues effectively and persuasively; • Demonstrated ability to transfer knowledge through training and mentoring; • Ability to think analytically and take initiative in solving problems; • Strong knowledge of the southern and eastern African development context is an added advantage; • Experience with CIDA and other bilateral donors is an asset.
