Reporting hierarchically to the Field Manager and functionally to the Logistics Manager, the Logistics Field Officer will be in charge of the implementation the logistics strategies set by the Logistics Manager at project level (Kuajok), and ensure the Logistics Capacity in Wau as Hub base.
Key Responsibilities
- Logistics:
Following the steps set by the Manager, the Logistics Officer will implement the logistics activities on the project level (Kuajok). To continually evaluate the logistic needs with the different departments for the whole project (equipment, materials, consumables, structures etc....). To make sure that all the Logistics procedures are followed by the base logistics staff, in order to provide efficient, accountable and transparent logistics services to the programmes. To ensure the right support in terms of Logistics from the Wau base to the projects of the zone. To implement logistics activities for the project, giving support to all the teams of the project - Management of the vehicle fleet: To oversee good planning of movements, to implement the frequency of the maintenances and services. Ensure the good use and operation of the vehicles of the mission. Ensure that the vehicles have the necessary equipment. Implement and train on the stock management of spares and fuel / consumption calculations. Ensure that drivers are properly supervised and trained; and obey the IO driving procedures as well as the local traffic laws. - Management of the equipment: To make sure that the rules of use, maintenance and operation of the equipment of the mission are followed/ To ensure the inventories are updated each month and send to the Logistics Manager / ensure the consumption calculations for the equipment that requires fuel and spares are made and recorded/ arrange repair of faulty equipment when necessary. - Supply: To implement the purchasing policy in the project /To manage orders at project level/ To train base staff and oversee the implementation of market studies, properly maintained supplier databases and price lists / To guarantee good stock management on the project level / to organise goods transport on the project level. - To ensure the supply capacity in Wau base for Wau, Kuajok, and lunyaker and any new Project. - Communication: To ensure the good use and management of the means of communication in the project and Wau base/ Arrange or perform installation and maintenance of the communication material. - Structures: To ensure that the security regulations relative to the structures are followed / to ensure the good state and maintenance of the structures in the project/ to ensure the structures have the necessary means (water, electricity, etc) / to supervise constructions if applicable (the Logistics Manager must confirm the construction proposals). - To evaluate the needs of equipment and structures for the project along with the team. To transmit the information to Logistics Manager. - Contracts: to draw up and sign rental and other contracts on stores, transports, construction within signing limits in the country programme. - Others: Oversee the organisation of the logistical aspects of any kind of distribution (NFI...) / Logistics briefing of the project to new staff in the field base (stressing security and communication - Reporting/accountability: Send the monthly logistics report to the Logistics manager. To ensure that any logistics process is accompanied by the necessary documentation. To ensure that base logistics files are properly organised and fully utilised.
- Logistic HR management:
- Select and contract the logistics personnel for the field base(s).
- Train, supervise, coach and evaluate the logistics personnel in the 2 field bases, in consultation with the Logistics Manager and Field Manager. o Kuajok staff – induction into IO procedures and protocols; thereafter supervising, coaching and evaluating. This will take priority as the staff in Kuajok will all be new. o Wau staff – initial evaluation of staff capacity, weakness and strengths, thereafter training and coaching where necessary.
- Revise/update the profiles of the post of the logistics personnel as necessary.
- Plan holidays with the team to ensure sufficient logistics cover.
- Assure cohesion within the logistics team
- Remote management of logistics in field bases.
- Security management:
- To make sure that the security rules are observed with regard to transport, communication and structures.
- Collect and transmit security information
- Ensure that the teams respect the established security regulations
- To make sure that all necessary equipment is present and functioning to be able to implement the security guidelines.
- Finance / accounting
- Prepare cash forecasts for logistics budget.
- Follow the procedures set by the Logistics and Finance Managers as regards the necessary documents to be delivered and the steps to be followed in finances (joint financier requirements, etc)
- Regulate and supervise payments to suppliers
- Participate in drawing up the annual budget on the project level
- Budgetary follow-up on logistics matters.
Experience and Skills
- 2 years professional experience in the field as Logistician with an International Organisation. At least one experience in an emergency context, and in an insecure context.
- Experience in security management.
- Experience of team Management.
- Experience in Distribution Activities
- English fluent (spoken and written).
- IT: knowledge at user's level.
- Knowledge of supply software will be a plus.
- Good knowledge of at least two of the following fields: electricity/HF-VHF-satellite communication systems/4x4 vehicle mechanics / Supply.
- Knowledge in Water and Sanitation: construction of latrines, water pumping and distribution systems, equipment and materials used in water and sanitation.
- Studies required: logistics studies at Bioforce (or other studies in Humanitarian logistics) and/or industrial engineering (specialised in mechanics, chemicals, electricity and/or certificate of aptitude in mechanics, electricity, radio-communications.
Working Conditions
- Contract of employment: 8 months.
- Salary: According to the Intermón Oxfam's country salary scale + per diem.
- Social benefits: Medical, life and accident insurance and children benefit.
- Holidays: 29 working days per year.
- R & R: 7 days each 12 weeks of work. Flight payed to Nairobi or Entebbe.
- Working place: Wau (with regular trips to Kuajok), South Sudan.
- Non accompanied post.
- Incorporation date: as soon as possible (June 2011).
