Population Services International Sudan (PSI Sudan) is a non-profit social marketing organization, operating in ten states across Southern Sudan. PSI Sudan creates demand for essential health products and services by using private sector marketing techniques and innovative communications campaigns. On the supply side, PSI Sudan works with the commercial sector to increase the availability of these products and services at prices that are affordable to low-income populations. Current programs involve interventions on HIV/AIDS, malaria, safe water and sanitation.
PSI Sudan seeks qualified candidates for the position of Global Fund M&E Consultant. She/he will directly supervise the Monitoring & Evaluation activities for the Global Fund Round Seven Malaria Grant as well as oversee all M&E deliverables conducted by sub-recipient organizations. The Global Fund M&E Consultant will ensure that PSI Sudan’s programmatic activities both include and adhere to Global Fund monitoring and evaluation protocols and policies. This position will work closely with the Global Fund Program Manager to ensure that all performance data as submitted by implementing sub-recipients is verified and confirmed pre-grant reporting schedules. Furthermore, this individual will be charged with liaising with SR program focal points to ensure accurate and timely submission of reports required for periodic grant reporting. The Global Fund M&E Consultant will provide direction and guidance to all sub recipients to further strengthen and help develop their M&E competencies and capacities in relation to relevant grant activities.
Detailed Duties and responsibilities
• Periodic review of all Sub-recipient reports for accuracy and combine these to regularly update Grant performance tool
• Conduct quarterly field supervision visits to all Sub-recipients to verify reported results on progress update reports (PUDR’s).
• Development of a Global Fund M&E system that ensures all program M&E needs are met
• Recruitment, training and supervision of M&E Officers to support the Global Fund Program Management Unit.
• Work with Global Fund Program Manager to develop and implement grant related M&E plans. This includes but is not limited to: designing program-specific M&E data-collection and data-entry tools; monitoring data flow procedures; monitoring data collection, entry, and analysis; internal and external report writing.
• Conducting routine data-quality assessments of all sub-recipients (SR’s) and implementing partners.
• Work with sub recipients and partners to build capacity on data collection and reporting
• Supervise Global Fund Program Management Unit M& E staff on database design, data entry and cleaning.
• Work with Global Fund Program Manager to ensure M&E is adequately represented in donor reporting as per Global Fund reporting requirements.
• Analyze data collected by M&E Officers to assist the Global Fund Program Management Unit in program decision making and improvement.
• Ensure skills development and transfer to all Program Management Unit M&E staff.
• Perform any other related duties that
may be assigned by the immediate supervisor.
QUALIFICATIONS
• Applicants should have a minimum of university/college degree, Master’s degree preferred, in a health-related or social sciences discipline with strong monitoring and evaluation skills
• Minimum of 4 years relevant experience; relevant experience in Southern Sudan or other developing country is desirable.
• Background in program monitoring and evaluation methodologies.
• Demonstrated experience with developing and using M&E tools.
• Project management and program monitoring and evaluation experience.

• Proven experience implementing health facility and community based M&E activities
• Fluency in spoken and written English;
