Description:	IMA World Health is seeking an experienced Finance Officer for an anticipated Department of Health and Human Services/CDC-funded project to provide a comprehensive continuum of HIV/AIDS care and treatment services in the Democratic Republic of Congo (DRC). The successful candidate will display a high professional standard of finance ethics as well as the willingness and ability to enforce compliance with IMA World Health and donor policies and procedures. S/he will have demonstrated the ability to meet deadlines and process information in support of changing program activities as necessary. The ability to interact effectively with international and national personnel is required. An ability to support programmatic objectives with timely and meaningful financial information is essential.
Duties:	S/he will implement established systems for financial operations in accordance with the IMA World Health policies and procedures and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance. S/he will maintain banking relations and plan and monitor cash flow requirements for the project, and provide monthly reports related to financial management of the project; s/he will also develop and monitor project budgets as required.
Qualifications:	Qualifications (required): Three or more years of progressive financial management experience; BA/S or equivalent in accounting or finance; two years international NGO/PVO field office experience; knowledge of rules and regulations governing the compliance/regulatory management of grants from World Bank, US Government and other agencies is an advantage. French fluency is required.
