EACSOF seeks a qualified, energetic and capable candidate to serve as a Chief Executive Officer.
The Chief Executive Officer is an ex-officio member of the Governing Council in addition to his/her primary role as the team leader/head of the Secretariat based in Arusha, Tanzania.
Job Specification for the CEO
1. Performance Objectives;
Organizational Leadership
To instigate and nurture relationships with current and potential donors across the corporate and development sector who will fund EACSOF Strategic Plan;
To report to EACSOF Governing Council, and support to develop policies, expand membership and provide strong strategic direction to EACSOF;
To provide financial oversight and planning, ensuring that EACSOF funds are used responsibly, honestly and in such a way as to enable EACSOF to have as much reach as possible;
To establish and ensure compliance to human Resource, financial management, governance, organisational learning systems and to administer EACSOF in such a way as to ensure compliance with Tanzanian law, regional and International NGO best practices.
2. Programme Direction and Implementation
To facilitate the implementation, financing and monitoring of EACSOF Strategic Plan,
To lead the process of conceptualizing, organizing and measuring the impact of EACSOF programmes and activities,
To lead the process of conceptualizing, facilitating and documentaing the process of developing a public private partnership profile for EACSOF in the region especially with EAC,
To develop programme of information, skills and contacts exchange for members that enable them to provide high quality services for EACSOF regionally,
To conduct research that enables EACSOF to build an evidence base that inform its institutional development and programming,
To facilitate the process of planning, monitoring and learning from continously improving the work of EACSOF,
To act as the public face of EACSOF, by proactively reaching out and creating alliances with other civil society and private sector organizations, EAC, and national governments in the region,
To ensure that EACSOF has a strong, visible public brand and is seen to be an active member in the regional integration sector. Nurture this through a live social media, audio visual media, regular publications and being an engaged contributor to the discourse on the EAC regional integration process.
3. Staff and Membership Development
To recruit, manage and supervise staff and act as the focal person for all EACSOF working groups,
To develp systems, model ways of working that align staff, members, volunteers and donors to EACSOF vision and organizational culture,
To coach, mentor and nurture the skills and potentials of staff and interns so that a cohort of succession leaders is developed, of whom can move into senior positions,
To develop and facilitate where appropriate a programme of professional development for members, seminars and toolkits that support them to become more effective agents of change in their own constituencies.
Required Entry Qualifications and Competencies
Formal Education
Masters degree in Human Rights, Law, Good Governance, International Politics or social science or specialisation in a field related to the goals of EACSOF .
Professional Experience
Minimally 3 years of professional working experience in a network organization
Working experience in other reputable organizations (international organizations, consultancies, bilateral agencies etc.) active in her/his field
Strong record of professional expertise in regional initiatives and resource mobilization
Further Knowledge
Excellent language skills in English both written and spoken. Knowledge of Kiswahili or French will be an added advantage
Experience with a regional or international working environment, is capable of working within minimal supervision
Excellent command of MS-Office and Excel
Good working knowledge of modern telecommunication systems
Reporting lines
The CEO will report directly to the Governing Council. Day to day operations will be overseen by the EXCOM of the Council in particular the President, General Secretary General and Treasurer in close consultation with the CEO. The CEO will report quarterly to the Governing Council about the activities of the EACSOF .
