Our Client, The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments. The attainment of EAC mission requires high quality of services that the Community offers to all stakeholders. The EAC Secretariat is r olling out a Quality Management Systems based on the ISO 9001: 2008.
Applications are invited from suitably qualified candidates who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following non-established position tenable at East African Community Secretariat, Arusha, Tanzania.

Job Grade: Equivalent to Professional Position
Job reports to: Deputy Secretary General (Planning and Infrastructure)
Job Purpose:
The overall objective of the EAC Quality Management System is to provide a structured environment for guaranteeing and enhancing stakeholder(s) satisfaction through enhanced efficiency and effectiveness of the Secretariat’s processes.
Duties and Responsibilities:
The EAC Quality Management System (QMS) Focal Officer perform the following functions:
- Creation of awareness on the EAC Secretariat’s Quality Management System across the EAC Organs and Institutions;
- Ensuring that processes needed for the EAC Quality Management System are established, implemented and maintained;
- Monitoring and regular reporting to the EAC Management Review Meetings on the performance of the EAC Quality Management System, and recommending measures for improvement;
- Planning and co-ordinating internal and external quality audits of the EAC Quality Management System;
- Reporting to the EAC Management Review Meetings on the results of quality audits and ensuring implementation of the required corrective actions;
- Regular review of the EAC Quality Management System to assess its continued suitability and areas of possible improvement;
- Ensuring that measures for continual improvement of the EAC Quality Management Systems are identified and implemented;
- Preparation of quality audit plans/schedules and ensuring compliance to the audit plans/schedules;
- Identification, planning and budgeting for QMS related training and development needs and coordination of training and development programs;
- Supervision of staff reporting to this position and ensuring timely and accurate completion of assigned tasks;
- Coordination of roll-out of the EAC Quality Management System to other EAC Organs and Institutions;
- Liaising with external parties on matters relating to the EAC Quality Management System as necessary; and
- Carrying out any other duties as may be assigned from time to time.
Qualifications and Experience:
Academic and Professional Qualifications
At least a Master's degree in the fields of Business Administration, Operations Management Project Management, Organizational Development, or other related fields. A professional qualification as a Certified QMS Internal Auditor - Training at QMS Lead Auditor level will be an added advantage.
Work Experience
At least three (3) years’ experience in implementation of Quality Management Systems in a large organisation.
Skills and Competencies:
- Good knowledge of the requirements of ISO 9001:2008 and ISO 9001:2015 Standards;
- Excellent organisational, communication, analytical and presentation skills as well as strong interpersonal skills;
- Good knowledge of Microsoft Office Packages and Visio Software; and
- Proficiency in English and Kiswahili. Knowledge of French is an added advantage.
Education Qualifications and Relevant Working Experience:
Education Qualifications
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Working Experience
Internship, training, apprenticeship and clerkship will not be considered as relevant work experience.
Terms and Conditions of Service:
The above position is a non-established position tenable for an initial contract of one (1) year renewable subject to performance and availability of funds.
