EXPRESSION OF INTERESTS (EOI) FOR CONSULTANCY SERVICES TO ASSIST TANZANIA
COMMUNICATIONS REGULATORY AUTHORITY (TCRA) IN SPECTRUM AUCTION PROCESSES

1. Introduction
Tanzania Communications Regulatory Authority (TCRA) plans to License Digital Spectrum (0011) in the UHF Band 694-790 MHZ for 4G Mobile Broadband. In accordance to the provisions of the Electronic and Postal Communications Act (EPOGA) 2010 and the Licensing Rules
2014; the Authority is required to employ a Competitive Tender process (Market based approach) in awarding spectrum of high demand. Due this the Authority is intending to engage a Consulting Firm to assist in the process of Spectrum Auctioning.

2.Objectives of the Assignment

The prime objective of the assignment is to assist the Authority to conduct the Spectrum Auction. Specific tasks to be performed shall include but not limited to the following:-
i) Design Spectrum Auction;
ii) Valuation of Spectrum;
iii) Prepare Auction Rules;
iv) Develop Spectrum Auction Software;
v) Conduct public Consultation;
vi) Conduct Spectrum Auction Management.
4.In view of the above, TCRA have set aside funds to meet eligible payments under the contract for provision of the consultancy services so as to meet the above stated objectives.
4.lnvitation

TCRA now invites Expression of Interests from eligible qualified and experienced Consulting firms to indicate their interests to be shortlisted
for provision of Consultancy Services for designing of Spectrum Auction, Valuation of Spectrum, preparation of Spectrum Rules, development of Spectrum Auction Software and Management.
5. Selection Procedures

A Consultant will be selected in accordance with the procedures set out in the Public Procurement Act No.7 of 2011 and the Public Procurement Regulations of 2013 (Selection and Employment of Consultant). Note that this is not a Request for Proposal, after review of letters for expression of interest, a shortlist of Consultants will be prepared and they will be invited to submit their Proposals through Letters of Invitation which will include specific Terms of Reference; Firms may associate to enhance their competencies,
6. Criteria for Assessment of Expression of Interest (EOI)
In assessing the Expression of Interest consideration will be given to the following: -
i) Company Profile (Copies of documents defining Constitutional or Legal status of the Consultant);
ii) Experience (Submit list of similar assignment indicating amount for each assignment, name of the employer, contact addresses and year of completion of the project);
iii) Qualification and experience of proposed key staff (submit certified Cvs);
iv) Audited Financial Statements to support financial soundness of the firm to carry out the assignment (Three Audited financial statements Should be submitted for last three years),
7. All applications should be prepared in three copies "One Original and two copies" properly marked "Original and copy", The outer envelope shall be marked "EOI for Consultancy services to assist Tanzania Communications Regulatory Authority in Spectrum Auction
Processes" to be submitted before or on Wednesday, 13th April ,2016 at 11.00hrs to the Secretary TCRA Tender Board, Mawasiliano

APPLICATION INSTRUCTIONS:

The deadline for submission of the Expression of Interests is 1100hrs on Wednesday; 13thApril, 2016. The EOI will be opened immediately
thereafter in the conference room of TCRA Head office, Mawasiliano Towers, 20 Sam Nujoma Road, P.O. Box 474,
14414 Dar Es Salaam.
