Technical Team Leader/Deputy Chief of Party, Tanzania
We are currently seeking a long-term Technical Team Leader/DCOP for multi-year USAID-funded market development program in Tanzania. The project will have a strong focus on sustainable, private-sector driven market development in several agricultural value chains. The position is based in Morogoro. Serving under an experienced Chief of Party, the Technical Team Leader/DCOP will have primary responsibility for the strategic technical direction of the project, the quality of the market-based approach, the analytical rigor behind the models, pilot activities, and partnerships invested in by the project, and the alignment between desired project outcomes/impact, work planning, and approach. The Technical Team Leader/DCOP will directly supervise the core technical component managers and engage in relationship building with private (and public) sector stakeholders key to achieving the project’s goals.
Responsibilities:
- Provide active technical vision and leadership in market systems/value chain development approach, with a strong private sector-orientation and a commitment to sustainable, inclusive, and scalable intervention models. Design high-impact interventions.
- Manage the day-to-day technical operations of the project, including the practical implementation of the work plan, supervising the key component leads, trouble-shooting issues, and supporting the match between operational modalities, budget/financial realities, and technical plans.
- Develop an effective, coordinated approach across project components and value chains, related actors, and implementing partners.
- Monitor program indicators, facilitate a team culture of learning and reflection, and evaluate program results.
- Lead the preparation and submission of work plans and progress reports and achievement of program results to USAID.
- Understand the project budget, the key financial health indicators for the project, and the practical links between the budget and the work plan.
- Liaise regularly with private sector stakeholders to build relationships, nurture win-win partnerships, and inform market-orientation.
- Coordinate regularly with the Chief of Party as well as with ACDI/VOCA’s Headquarters and represent the organization at relevant events and meetings with industry, government officials and the donor community.
Minimum Qualifications:
- Demonstrated experience in transferring the concept of systems-based approaches into the applied, practical, complex reality of a large market development project.
- Demonstrated interest in sustainable and scalable agribusiness models, comfort with adaptive management, and private sector-orientation.
- Ability to interact comfortably with the private sector, building strategic relationships and partnerships, identifying ‘win-win’s, building capacity for growth, and staying abreast of dynamic market trends.
- Experience forming, motivating, and managing technical teams around a strategic vision, a committed approach, a learning agenda, and an implementable work plan. Ability to be collaborative across projects, flexible and creative.
- A minimum of 10 years experience in international development, with at least 3 years experience based in the field.
- Field experience in Africa, preferably Eastern or Southern Africa
- Masters degree in a relevant field highly preferred.
- Strong communications and interpersonal skills; Fluency in English required.
- Excellent oral, written, and interpersonal skills.
