About the Programme

A proposed DFID-funded urban jobs programme aimed at reducing poverty and vulnerability in Dar es Salaam, with a specific focus on women and youth. The programme has the potential to operate in market systems including, but not limited to, construction, water and sanitation, pre-primary education, ICT, tourism and waste management.

Role Description

The Intervention Manager will provide strategic leadership in market systems thinking and facilitation for the DFID funded Dar es Salaam Urban Jobs Programme.

In doing so, he/she will provide effective management and oversight across a portfolio of interventions within various market systems that are considered to have the most pro poor growth potential for Dar es Salaam.

The Intervention Manager will as part of a management team oversee and guide the design and implementation of proposed interventions, including developing and adapting results chains, driving staff and team learning and ensure performance of market system teams through the delivery of results. A strong private sector ethos is essential.

He/She, in close collaboration with other Intervention Managers and M&E Team, will oversee the research, identification and development of new business opportunities within targeted market systems.

Responsibilities will also include detailed analysis on value chains, supporting markets, and enabling environment issues in new business areas, as well as developing and managing partnerships with private sector businesses, government and representative associations.

Key tasks

The Intervention Manager, working directly with the Portfolio Director, will be responsible for:

     Identifying market opportunities with clear potential for reducing poverty in Dar es Salaam within the targeted sectors and that fit within the programme’s wider Portfolio Development Strategy;

     Leveraging technical expertise in business analysis and urban market systems to develop sector strategies in close collaboration with Business Analysts, other Intervention Managers, and the M&E team;

     Managing the subsequent implementation of sector strategies by brokering deals with private sector players and representative organisations; engaging with government and civil society partners; cultivating “system” champions, and pushing knowledge flows and learning within the selected market systems;

     Providing leadership and guidance to managers and officers in developing the theory of change and results chains guided by an market systems development framework;

     In collaboration with the Portfolio Director, supporting the development of intervention plans, activity plans, budgets, Term of Reference (TOR) for external resources identified, and other necessary intervention management documents as needed; and

     Support the preparation of material and presentations to promote the Programme.

Qualifications and experience

     MBA or equivalent Masters in Economics, Business Studies, Agribusiness and at least 5 years' experience working in value chains or market development programmes (experience in Dar es Salaam is a plus);

     Good team management experience and experience in supervising staff;

     Experience in developing and managing programs in the field of private sector development;

     Demonstrated experience in market system analysis and research, design of sector strategies, and the ability to broker deals and partnerships with the private sector, government and representative associations

     Ability to formulate results chains and undertake participatory research with experience in the DCED standard a plus;

     Excellent computer skills (minimum of MS word, excel and power point);

     Good report writing and presentation skills; and

     Be a team player, creative, and full of energy.
