International Narcotics and Law Enforcement Affairs

The US Embassy is seeking an individual for the position of International Narcotics and Law Enforcement Affairs in the Regional Security Office.

BASIC FUNCTION OF POSITION

Term-limited incumbent will support the Regional Security Office (RSO) Section in Dar es Salaam by serving as the International Narcotics and Law Enforcement (INL) Program Assistant. S/He coordinates with Tanzanian National Police, Tanzanian law enforcement agencies, INL implementers, and other local, international, and NGO partners. Maintains database information for Leahy Vetting by reviewing and tracking training candidates. Assists with document translation and provides interpretation services during meetings and trainings. Serves as note-taker at meetings. Monitors local press, other sources for law enforcement items. Obtains, reviews, and analyzes project implementer monthly and quarterly reports. Requires some travel to assist in project coordination. Reports to RSO designee. 

MAJOR DUTIES AND RESPONSIBILITIES:
Until INL's bilateral program ends in FY 2016:
  1. Interacts with the Tanzanian bureaucracy, local partners, and international community on INL’s behalf as directed, seeking and conveying information, handling procedural details, arranging schedules for training and other official activities, resolving logistical and other operational problems, etc. Maintains tone befitting role as INL’s alter ego for many host government actors. Acts independently of supervisor, within clearly defined parameters, including a prohibition on making financial commitments.

  2. Reviews all payment vouchers and invoices that pertain to INL activities for accuracy, completeness, and proper application of the fiscal data, including the appropriate project code. Collects, compiles and analyzes statistics on project/program activities, verifying the completeness and consistency of the data and preparing the necessary reports and tabulations; designs data tables when necessary.

  3. Supports INL operations; provides general logistical support. On own initiative and after clearance from supervisor as appropriate, contacts Embassy units for goods and services needed by the INL program such as telephone service, expendable supplies, cleaning, etc. Performs such other USG support functions as reserving conference rooms and securing expeditor support.

  4. Performs data input into system for tracking project participants, including their vetting. Performs data input into project inventory tracking system, as well as the related INL End Use Monitoring system, as required.

  5. Prepares letters, memoranda and reports from rough drafts and edited or unedited copy, paying close attention to style, grammar and punctuation and LOC standards of format and quality. Composes and/or prepares replies to routine inquiries for signature of supervisor. Is responsible for ensuring the accurate typing of information, recognizing and correcting errors and inconsistencies, verifying questionable data and making changes where appropriate. Monitors daily press, periodicals, radio, press conferences, other sources on law enforcement-related issues and developments.

  6. Travel Coordination and Arrangements: Coordinates travel by INL personnel and project participants. Provides support to INL official visitors. Provides such travel support as country clearance requests, travel authorizations and coordinating with travel agency. Confirms hotel reservations.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
  1. Education: A successful candidate will have a bachelor's degree in criminal justice, law, rule of law, conflict resolution, human rights, or related field. Candidates without a bachelor's degree may be considered if they have extensive practical experience cited in the prior work experience section is required.
  2. Prior Work Experience: Candidate must have 2-3 years experience working with law enforcement or military foreign assistance programs in Tanzania. Experience in working with the Tanzanian National Police strongly, Must have at least 2-3 years of experience with training courses, and at least 1 year in project management and experience working/interpreting for press (request, interviews) is required.
  3. Language proficiency: This individual must be fluent in English Level IV and Swahili, with strong writing and translation ability for Swahili and English is required.
  4. Knowledge: Demonstrated familiarity with the law enforcement, criminal justice, and political systems of Tanzania, as well as general government and administrative procedures and practices. Demonstrated familiarity of international or non-U.S. organizations as well as with U.S. or international foreign assistance programs. Knowledge of the goals and mission of the office and INL program. Must have good knowledge of day-to-day operations of law enforcement and state of events of Tanzanian provinces is required.
  5. Skills and Abilities: Must be able to work effectively with host-nation counterparts, and ministries to further U.S. program goals and objectives and communicate same in a timely and concise manner. Excellent and demonstrated writing and translating skills and interprets effectively. Finely honed interpersonal skills. Working knowledge of Microsoft Outlook, Word, Excel, and database usage. Excellent organizational skills, particularly for high-paced environment and for event/trip logistics is required.
SELECTION PROCESS

When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
