In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President’s Emergency Plans for AIDS Relief (PEPFAR). The program is based within the Mbeya Referral Hospital and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people. JOB DESCRIPTION
1 Job Title: Regional Outreach Coordinator
Reports to: Outreach Director
Location: Katavi
General Overview:
The Outreach Coordinator is the focal person for the program implementation at the regional level and will coordinate and ensure high quality program service deliveries. S/he will be responsible for Technical Assistance provision by outreach program Partners both prime and sub-partners. In addition, will be required to ensure efficiency, effeteness and timeliness of the program deliverables are achieved.
Duties and Responsibilities:
• Coordinate the overall implementation and management of the project activities being implemented by the outreach partners, both umbrella and sub-partners;
• Providing technical assistance (TA) in planning, implementing and evaluating activities undertaken by Outreach partners in the region;
• Provide technical assistance (TA) to umbrella NGO and its member NGO in preparation of scope of works, annual work plans, and implementation of the program activities;
• Promote compliance among implementing partners by strengthening linkage with local government and adherence to MoHSW guidelines;
• Provide ongoing leadership, training and guidance to volunteers to ensure HIV programming meets MoHSW standards;
• To ensure ongoing training and service delivery activities are monitored, evaluated, documented and disseminated to relevant stakeholders;
• Identifying, documenting and disseminating best practices, success story and lessons learned to members of the network;
• To collect and review program and financial reports from partners on a monthly/quarterly/annual basis and submit it to relevant levels;
• To conduct supportive supervision to implementing partners;
• Perform any other duties assigned in the general support of the program.
Qualifications:
• Degree in Social Science or Advanced Diploma in health and/or postgraduate training in Public or Community Development or relevant Discipline.
• Minimum of three years experience in managing HIV programme, particularly community outreach programs including HIV Testing and Counseling, Palliative Care/HBC and IEC/Behavioral Change Communication and OVC support or impact mitigation
• Experience in managing donor funded projects;
• Experience working with NGOs, FBOs/CBOs at the community level;
• Should be able to work under minimum supervision and able to mentor others;
• Knowledge of proposal development, budgeting and reporting with excellent writing skills;
• Computer literate (Word, Excel, Internet, PowerPoint)

The purpose of this position is to provide field based clinical and programmatic support to the CHMT and RHMT in the implementation of quality comprehensiveHIV prevention, care and treatment services in the respective region. She/he will ensure prevention, care and treatment activities implementation conforms to the national guidelines. She/he will support partners in the development of annual work plans and budgets based on the country strategies and operation plans. The program officer for comprehensive HIV care and treatment will be part of a clinical team at the HJFMRI regional offices ensuring the implementation of comprehensive HIV/AIDS services. She/he will directly report to the RCC. The position is based in Mbeya/Rukwa, /Ruvuma/Katavi with extensive travels to districts within the region.

• Provides programmatic and clinical support to health care providers and ensure delivery of quality comprehensive HIV care and treatment services covering various programmatic areas such as care and treatment, PMTCT, TB/HIV, nutrition and CQI.
• Collaborate with medical partners at the district and regional level to identify needs, develop annual work plans and budgets and ensure the implementation is according to the work plan and national service guidelines.
• Work with HJFMRI Regional Clinical Coordinator to collaborate with partners to agree on MoHSW targets, ensure distribution and ownership at the district and facility level.
• Under the supervision of RCC, She/he will coordinate regional forums for Clinical Case Reviews with a view to build capacity of providers to identify treatment failures and initiation of second line therapy.
• Participate in the training of health care providers on all ART related programs.
• Conduct regular supportive supervision, CME’s, mentorship and on-job training to health care providers to improve the quality of services provided.
• Build the capacity of the Ministry of Health staffs at the regional and council level, as well as that of health facility personnel, in the areas of technical planning, management and monitoring and evaluation for antiretroviral therapy programs.
• Effectively collaborate with CHMT, MSD, SCMS and HJFMRI commodity Advisers to build site capacity to forecast and quantify for HIV related commodities to ensure security in laboratory and drug services.
• Collaborate with CHMT inthe process of data collection, analysis and report generationas it relates to HIV/AIDS care and treatment achievements and challenges.
• Ensure site level linkages and synergies between ART, HTC, PMTCT, TB, STI, Reproductive Health and Family Planning and other community based programs.
• Ensures that WRP-supported clinical care activities at multiple delivery sites conform to the Tanzanian national guidelines;
• Work with facilities to institutionalize PITC and make it a routine service to all HJFMRI supported sites.
• Ensure facility based staff use program data for quality improvement.
• Use program quality indicators to track performance, suggest remedies and continuously communicating with RCC and RPM for suggestions on the improvements.
• Undertakes any other relevant duties as may be assigned by his/her seniors.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
• Assistant Medical Officer(AMO) with a strong HIV clinical care experience of at least threeyears. MD with a one year HIV clinical care experience may apply for the post.
• Proven interpersonal skills in working effectively as a member of a team and independently.
• Ability to deal effectively and diplomatically with multiple government agencies, non-governmental organizations, faith-based organizations, and the private sector
• Strong planning and management skills
• Ability to work independently with strong problem-solving skills
• Computer literacy
