Description: World Education is currently accepting applications for Director of Finance and Administration for an anticipated $25-50 million USAID-funded program to improve reading and learning achievement in grades 1-4 in Tanzania. This position will be based in Dar es Salaam.
The Director of Finance and Administration will provide oversight for all finance, grants, human resources, IT, procurement, logistics and administrative aspects of the project. S/he will ensure appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and others related to financial management) are in place to properly disburse, account, budget and report project funds in a cost effective and timely manner, and with proper internal controls.
RESPONSIBILITIES
- Oversee the finance and administration functions for this large, complex project and ensures compliance with WEI and USAID procedures.
- Manage finance, human resources, logistics, procurement, administration and information technology (IT) support to the project, requesting direction from WEI headquarters business partners as needed.
- Work with the Chief of Party (COP), technical staff, pertinent WEI regional and home office staff and appropriate USAID staff to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results.
- Work closely with key WEI staff, government and non-government officials, contractors and USAID staff to ensure full compliance with local laws (e.g., with respect to taxes, shipping, customs, registration) while integrating with WEI systems and procedures.
- Provide training and guidance to field finance officers and COP on managing project expenses to annual work plan and contract budgets.
- Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables).
- Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US.
- Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project.
- Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances.
- Supervise administrative and financial support team members.
- Perform other duties as assigned.
QUALIFICATIONS
- Master's Degree in Public Administration, Accounting, Finance, or related field.
- At least 8 years of experience in financial and administrative management of programs in sub-Saharan Africa and preferably in Tanzania, including experience in the management of USAID-funded and/or education projects strongly preferred.
- Prior experience overseeing finance and administration for large, complex, USAID-funded projects, preferably in Africa.
- Expert knowledge of USAID financial rules, regulations, procedures and reporting requirements.
- Excellent track record of good interpersonal, supervision, leadership and managerial skills.
- Experience managing grants in development contexts.
- Results-oriented and team player and ability to follow guidelines and controls required of the position.
- Advanced budgeting, financial analysis, and MS Excel skills required.
- Proficiency with accounting software (Quickbooks preferred), Word, Excel, PowerPoint and Access.
- Strong oral and written communication skills.
- Excellent interpersonal skills.
- Fluency in English required.
