Description of duties: Purpose of the Post: To support the Government of South Sudan Ministry of Health and the state Ministries of Health to strengthen the emergency obstetrics and newborn care within the secondary health care level facilities in South Sudan. Organizational Context: Under the technical guidance of the Family and Community Health team in the Regional Office, the incumbent will work within the WHO South Sudan team and work closely with the Ministry of Health towards strengthening the availability of and access to comprehensive emergency obstetrics and newborn care (CEmONC) services within the targeted hospitals in South Sudan. Summary of Assigned Duties: Under the direct supervision of the Head of Office in Juba and general guidance of the Regional Adviser, Women's Reproductive Health (RA/WRH), the incumbent will work towards strengthening the delivery of and access to comprehensive emergency obstetrics and newborn care in South Sudan. In close collaboration with the Secondary Health Care Technical Officer, the incumbent will perform the following duties: 1. Carry-out the needs analysis of CEmONC delivery and access in South Sudan and identify priorities for WHO interventions; 2. Implement all the technical, operational and organizational capacity building activities and interventions of WHO for the targeted referral hospitals, ensuring that availability and quality of comprehensive emergency obstetrics and newborn care is improved and sustained: - Establish and ensure the application of standardized clinical protocols and training guidelines for CEmONC; - Provide on-the job training for respective categories of staff (i.e., medical doctors, clinical officers, anesthetists, midwives, nurses) and ensuring that the hospital is able to deliver all signal functions of CEmONC 24/7; - Support the hospital in improving the organization and efficiency of services within the antenatal care center, labor room, delivery room, maternity ward, and operating theater; - Improve and ensure hospital compliance to universal precautions and infection control standards; - Ensure availability, follow-up, and rational use of essential CEmONC drugs, renewable supplies, and equipment; - Support the hospital in establishing management supervisory and monitoring tools and systems; - Carry-out systematic monitoring, clinical audit, and analysis of the effectiveness/impact of the technical inputs in the standards of care in the supported hospitals. 3. Maintain constant coordination with the State Ministry of Health (SMoH) and the designated project administrator, and support the latter whenever needed to address project-related issues. 4. Work with partners and stakeholders at field level to institute the referral system and enhance CEmONC access within communities, and to address barriers to these. 5. Ensure that timely, correct and complete reports (i.e., weekly and monthly hospital reports, indicators monitoring report, etc.) are prepared, analyzed, and submitted. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in Medicine with specialization in Obstetrics Desirable: Qualification as trainer on Comprehensive Emergency Obstetrics and Newborn Care. | |

Experience: Essential: At least 5 years of working experience in the area of Comprehensive Emergency Obstetrics and newborn care both in clinical practice and in conducting training - with strong background of hospital management in developing countries. Desirable: Experience in establishing Comprehensive Emergency Obstetrics and newborn care facilities in complex emergencies. | |
Languages: Excellent knowledge of English. Working knowledge of Arabic or other WHO official language would be an asset. | |
