Objectives/Specific Tasks Main objective: To identify the factors that constrain and that are conducive for salt producers and distributors to iodize and distribute iodized salt.
The contractor will work closely with UNICEF and other partners to collect current knowledge, analyze communication implications of current strategies targeting salt producers in the Afar and Somali regions, and develop general ideas for supporting communications and advocacy to producers, distributors, government officials as well as potentially retailers and consumers. This preliminary interviewing and initial data gathering will serve as generate general ideas and hypothesis to be “pre-tested” during primary data gathering phase of the KAP. Based on the findings of this study the Iodine Deficiency control, Universal Salt Iodization (IDDC/USI) communication strategy will be updated.
Specific objectives: •To identify knowledge and attitudes that hinder salt producers from iodizing their salt.
•To identify knowledge and attitude that hinder salt distributors from purchasing and distributing iodized salt •To establish the opinions of local leaders at different levels in Afar and Somali regions about the salt iodization activities and how they might support iodization in their areas of jurisdiction and influence.
•To establish the KAP of local purchasers and consumers of salt to better understand opportunities to mobilize this population to support iodization activities.
•To identify trusted and reliable sources of information by target community •To pre-test general strategies currently proposed for working with producers in the Afar region. •To pre-test general hypothesis about communicating with key audiences. Preliminary audience segmentation is included as an annex to this document. •To update the existing National IDDC/USI communication strategy
Methodology The survey is planned to study the knowledge, attitude and practice of salt producers and distributors to better understand where major obstacles exist, with a focus on Salt Producers and distributors to identify barriers and determinants that will motivate them to participate and contribute to the USI program. Based on the findings, the communication strategy will be developed and implemented targeting Salt Producers, Traders, Government officials and Consumers. The study population will include salt producers of Afdera and Dobi of Afar region and Hergele of Somali region, main salt distributor of these areas and concerned regional and federal decision makers including the regulatory body (FMHACA). The data collection methods include meeting with UNICEF and partners, interview, focus group discussions and field observation of salt production and iodization practice. But the study population also includes local people from Afar and Somali regions that will be identified as having connection with salt producers and distributors
Qualification background and Experience: The consulting organization has to be legally registered in Ethiopia with a proven research experience in the area of communication and social marketing with a strong knowledge of community - led development programmes. Rich experience and ability to work in a cross-cultural and multidisciplinary environment is required to deliver high quality results with in the given time. Knowledge of cross-cutting issues related to IDD problems, salt iodization and its challenges are considered an advantage. . •The principal investigator assigned by the contractor should be marketing and communications specialist with some background in public health and/or nutrition, minimum of 5 years of work experience in social marketing and communications. Background in public health and nutrition is considered an advantage. •Sampling methodologist: At least postgraduate degree in statistics, A minimum of 5 years of work experience in survey methodology and design •Data Analyst: With at least Bachelor's degree in statistics, a minimum of 5 years of work experience in data analysis and management related to public health and nutrition research
