The FSL projects are designed to provide protection and durable solutions for IDPs, refugees, returnees and vulnerable host community members in South Sudan, thereby contributing to the improvement of their living conditions and the development of viable and sustainable solutions. NRC initiated an FSL project in Warrap in 2011. Currently, the EFS Projects in Warrap include one component focusing on Emergency Preparedness & Response (EPR) and another component on Food Security and Livelihoods.
Job description ■Project ■Responsible for the successful achievement of the overall objectives ■Design, plan and implement thorough assessments and report subsequent recommendations and implementation plan ■Participate in project proposal development ■Assist in developing all components of the FSL project including training, supervising and monitoring progress ■Contribute to the identification and development of advocacy and protection initiatives on key issues ■Participate and assist the EFS Programme Manager in relevant meetings with the UN, authorities, other relevant actors and networks ■Administrative and Finance ■Develop steps and procedures in the planning and implementation of the FSL project in accordance with agreements with donors and implementing partners ■Ensure that activities are within budget lines and limitations ■Monitor, evaluate and suggest changes and improvements in the project and associated materials ■Develop applications and budgets for relevant donors ■Prepare monthly, quarterly, donor and thematic reports ■Human Resource Management ■Recruit FSL team members ■Capacity building and skills development of the FSL team ■Be responsible for the performance management of the FSL team in Warrap ■Ensure that field reports are produced in a timely manner and to the required standards

Qualifications ■Tertiary qualifications in agriculture, rural development, nutrition, social sciences or a related field in combination with FSL project implementation experience in complex emergencies ■A minimum of 4 years experience working with international food security & livelihood projects with at least 2 years field work, preferably in sub-Saharan rural Africa ■Solid experience in establishing and managing FSL operations, including the formulation of strategies, plans of action and reports ■Experience in conducting rapid assessments in complex emergencies and crisis contexts, and working in fluctuating security environments ■Experience working with refugees, IDPs, and returnees in emergency settings ■Experience in administration, finance, logistics and personnel management including training, supervision and coaching of staff ■Experience in advocacy and rights-based approaches ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Analytical skills, strong reporting and writing skills, and demonstrated capacity in numerical analysis ■Political, cultural and gender sensitivity and ability to communicate well with local communities ■Proficiency in written and spoken English required; proficiency in Arabic is considered an asset ■Excellent computer skills ■Holder of a valid international driver’s licence
We offer ■Commencement: July 2012 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 50,200,-(6,560 €) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■Duty station will be Aweil. This is a non family posting. Programme follow up will require frequent travelling in the provinces of operational area. Aweil is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside the main town is limited due to challenging road conditions; most travel is by air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited. International staff members can be required to live in joint accommodation.
