Specific Duties and Responsibilities:
• Manage operations including administration, logistics, procurement, property, and database oversight; • Enforce compliance of program implementation with USAID regulations/procedures and determined specifications; • Monitor grantee worthiness and grant implementation; • Assure procurement processes are perceived as fair and transparent by beneficiary communities; • Review financial management; • Promote reasonable, fair, expeditious, and appropriate procurement choices pursuant to the Contractor Procurement Guide; • Supervise day-to-day field presence in administration, logistics, procurement and operations including the project’s facilities such as office space, equipment, vehicles, etc.; • Provide continuous liquidity for the project; • Handle all human resource issues; • Oversee the day-to-day implementation of all grants made under the program; • Investigate and identify new ways of achieving project efficiencies; • Coordinate staff use and maintenance of the Activity Database; • Ensure that consistent and complete data is uploaded to the Activity Database each week; • Support the Chief of Party in management.
Qualifications: • Demonstrated supervisory experience on donor-funded projects in an operations manager role; • Grants or small grants under contract programs experience; • Fluent in the Contractor’s and USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and grants management; • Previous experience working in Africa and on rapid transition programs in insecure environments; • Prior work experience in South Sudan and USG program management experience preferred.
Education and Experience Requirements: • Minimum Bachelor’s degree; • Minimum 10 years of technical experience overseeing projects with complex and challenging field operations; • Fluency in English.
