JOB CONTEXT: Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues. In addition to this, the on-going conflict in Darfur and the inter-tribal disputes in the South contribute to further complicate the context.
One of the projects lead by Handicap International (HI) has for overall objective to contribute to facilitate and promote the inclusion of Persons with Disabilities in development issues at central and local level in South Sudan. This is a 36 months project that started in 2010. The project is implemented in Bor, Jonglei State and in Juba, Central Equatoria. The project employs a dual approach, with activities that support DPOs and the consolidation of their position and advocacy at central level and support to Self Help Groups (SHGs) in Jonglei state to develop inclusive pilot good practice, ensuring a mutual fertilisation and maximum contribution of the project towards the overall objective.
JOB DESCRIPTION: Based in Juba, as Civic Inclusion Project Manager, under the supervision of the Program Director, you will ensure the efficient management of the project. You will supervise 2 Project Officers (Bor and Juba), 3 Advocacy officers (Juba) and 2 Project Officers assistant (Juba and Bor).You will have to travel to Bor on a monthly basis to manage the team there, liaise with the national authorities, the stakeholders and follow-up the implementation of the activities and quality of results achieved.
You will be responsible of: Implementation of the project on a result-based approach Management of the team (recruitment; Individual Action Plan; Training of the team; Evaluation; team meetings; communication within the team and with the support departments Technical quality of the project and the capitalization of experiences in collaboration with the technical advisors Representation of HI in the project with regard to the donors and relevant stakeholders including government authorities; attend some key cluster meetings Supporting the general management HI Sudan program as may be requested or become necessary (In coordination with other HI expatriate and national staff) Supporting other Project Managers in providing technical support when necessary Collaborating with the Program Director on proposals writing
CANDIDATE PROFILE: You have a Masters Degree in Social or political science Sciences You have at least three years experience in project management in developing countries; working on gender, rights or disability issues You have experience in the field of good governance, policy work and organizational capacity development of organizations; in mobilizing community networks, in awareness raising and advocacy You have demonstrated ability to work in a multicultural, multiethnic environment with sensitivity and respect for diversity. Excellent written, oral communication and interpersonal skills.

REQUIRED LANGUAGE SKILLS: Both fluent written and speaking English is required
JOB ENVIRONMENT: The Republic of South Sudan became independent on the 9th of July 2011. The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. The situation in Bor has been relatively stable this past year. However, other areas of Jonglei state have be the theatre of violent tribal clashes. A curfew in Juba and Bor has to be respected.
Juba is the capital of South Sudan and is accessible by commercial flights and by road. The rainy season goes from May/June to September/October.
The office and the Guesthouse are separated in Juba. Both premises are in the center of Town. The accomodation is Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is hechtic but a generator is runned in the morning and at the evening time. There is a TV in the dinning room with DSTV (cable) and the Guesthouse has internet/wireless facility. Juba offers some facilities as bars, restaurants, gym, swimming pools for International Staff.
Because of the context and security, this is an unaccompanied position.
EMPLOYMENT CONDITIONS (dependant of the experience): Salary: 2050-2350€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
