The Assessment Capacities Project (ACAPS) is an initiative of a consortium of three NGOs (HelpAge International, Merlin and Norwegian Refugee Council). ACAPS works with a number of humanitarian actors, including the IASC Needs Assessment Task Force, and is a standby partner to the Coordinated Assessments Pool and Roster (CASPAR) whose Secretariat is hosted by OCHA.
ACAPS is about providing accessible expertise, timely data and rigorous analysis to inform decision making by national governments and IASC Humanitarian Country Teams in times of crisis. Its strategy is to support in-country capacities both to prepare for and to respond to crises through better coordinated multi-sectoral needs assessments.
ACAPS aims to strengthen IASC Humanitarian Country Team’s collaborative response to crises by deploying highly qualified, experienced, pre-selected and pre-trained individuals with needs assessment profiles. To this end, we are seeking additional Information Analysts for the ACAPS roster.
ACAPS Information Analysts can be seconded to UN agencies or other relevant stakeholders in crisis areas. When seconded to a UN agency the Information Analyst is officially regarded as ‘Type II Gratis Personnel’ or ‘Experts on Mission’. Although not considered as official staff members of the hosting agency, ACAPS personnel should perform their duties under the authority and in full compliance with the agency to which they are seconded.
Candidates will be expected to work under pressure - on occasions in a highly stressful environment, be able to cope in a competitive international environment and to manage conflicting priorities.
ACAPS Roster members will be deployed to support assessment preparedness or needs assessment missions. The task will be to support IASC Humanitarian Country Teams in the collection and analysis of data across all sectors and vulnerable groups in a given disaster. An ACAPS deployment typically lasts from 4 to 12 weeks and those accepted to the roster need to be prepared to take on missions of various lengths. Before deployment, ACAPS Roster members will be required to participate in one week of training covered by ACAPS.
TASK DESCRIPTION: ACAPS Roster Information Analysts will perform and carry out the following specific duties and responsibilities: Provide data analysis support to the implementation of coordinated multi-sectoral assessment processes in countries experiencing crisis. This will include the development, with the Humanitarian Country Team of an agreed, context-specific approach and methodology and will involve working within a team of IASC Country Team, cluster leads, government representatives and other consultants such as statisticians, GIS experts, spatial epidemiologists, anthropologists and Household survey experts.
Oversee establishment of assessment-related database and facilitate data analysis and preparation of related information products. Ensure user-friendly data is widely available to inform relevant planning and fundraising tools (Flash Appeal, Consolidated Appeal Process, government planning) and future planned assessments.
QUALIFICATIONS/EXPERIENCE REQUIRED: 5-7 years of experience (minimum 3 years field experience) in assessment design and data management (including reporting and drafting skills) in humanitarian contexts, related to large scale agency or sectoral needs assessment in complex environments. Significant experience in assessment at household level, with knowledge of different data collection methodologies. Knowledge of assessment indicators for monitoring and evaluation in disaster contexts, including SMART, SPHERE, ACE, and cluster specific indicators used elsewhere. Demonstrated ability to work effectively in emergency and/or complex operations within a multi-cultural and multi-agency environment. Experience of managing, training and supporting staff. Proficiency in database software such as ACCESS, STATA, SPSS, R, and/or other statistical programmes. A working understanding of the UN Cluster system. Fluency in written and spoken English is essential. Proficiency in another UN language (Arabic, Russian or Spanish) is desirable. Fluency in written and spoken French is highly desirable. Relevant university degree or higher education. Valid international (manual) driver's license.
