The Assessment Capacities Project (ACAPS) is an initiative of a consortium of three NGOs (HelpAge International, Merlin and Norwegian Refugee Council). ACAPS works with a number of humanitarian actors, including the IASC Needs Assessment Task Force, and is a standby partner to the Coordinated Assessments Pool and Roster (CASPAR) whose Secretariat is hosted by OCHA.
ACAPS is about providing accessible expertise, timely data and rigorous analysis to inform decision making by national governments and IASC Humanitarian Country Teams in times of crisis. Its strategy is to support in-country capacities both to prepare for and to respond to crises through better coordinated multi-sectoral needs assessments.
ACAPS aims to strengthen IASC Humanitarian Country Team’s collaborative response to crises by deploying highly qualified, experienced, pre-selected and pre-trained individuals with needs assessment profiles. To this end, we are seeking additional Assessment Experts for the ACAPS roster.
ACAPS Assessment Experts can be seconded to UN agencies or other relevant stakeholders in crisis areas. When seconded to a UN agency the Assessment Experts is officially regarded as ‘Type II Gratis Personnel’ or ‘Experts on Mission’. Although not considered as official staff members of the hosting agency, ACAPS personnel should perform their duties under the authority and in full compliance with the agency to which they are seconded.
Candidates will be expected to work under pressure - on occasions in a highly stressful environment, be able to cope in a competitive international environment and to manage conflicting priorities.
ACAPS Roster members will be deployed to support assessment preparedness or needs assessment missions. The task will be to support IASC Humanitarian Country Teams in the collection and analysis of data across all sectors and vulnerable groups in a given disaster. An ACAPS deployment typically lasts from 4 to 12 weeks and Assessment Experts accepted to the roster need to be prepared to take on missions of various lengths. Before deployment, ACAPS Roster members will be required to participate in one week of training covered by ACAPS.
JOB DESCRIPTION: ACAPS Roster Assessment Experts will perform and carry out the following specific duties and responsibilities: Support the implementation of coordinated multi-sectoral assessment processes in countries experiencing crisis, support assessment preparedness activities in high risk, disaster-prone countries. This will include the development, with the Humanitarian Country Team, of an agreed, context-specific approach and methodology. Ensure quality control, appropriate monitoring of data collection and ongoing surveillance of developing humanitarian needs, response activities and gaps. Support awareness-raising regarding assessment and assessment preparedness with relevant stakeholders, including local government and civil society. Where relevant, support the Humanitarian Country Team analysis of agencies' diagnostic capacity to analyst risk and vulnerabilities. Together with IASC Country Team, identify ways to strengthen this capacity.
QUALIFICATIONS/EXPERIENCE REQUIRED: Ten years' or more experience in humanitarian emergencies with increasing levels of management responsibility including experience leading multi-disciplinary, multi-national, sectoral and agency needs assessments teams in complex environments. Experience in administration, personnel management and security management, including training and supporting staff. Proven analytical and communication abilities including drafting and negotiation skills. Experience in representational roles, including engagement with IASC Country Teams, government officials, local civil society, donors. In-depth knowledge and understanding of the institutional mandates of IASC agencies as well as the workings of the UN system and humanitarian emergency and/or complex operations across a variety of geographic areas. Relevant university degree or higher education. Fluency in written and spoken English is essential. Proficiency in another UN language (Arabic, Russian or Spanish) is desirable. Fluency in written and spoken French is highly desirable. Valid international (manual) driver's license.
