OVERALL PURPOSE:
The purpose of this position is to provide strategic leadership and guidance in appraising and defining the mission and broad strategic directions for the growth and development of MSA-Tanzania, ensuring congruence between MSA-Tanzania's business and organizational goals and the external environment; undertaking marketing and business development to generate excess income over expenditure; promoting and facilitating communication, linkages, and contacts with the public, government, donors, clients, and partners for support and resources; and supporting the governance structures and institution building of MSA-Tanzania.
MAIN DUTIES, TASKS AND RESPONSIBILITIES:
- Serve as representative of MSA, and chief executive officer as well as chief accounting officer of MSA-Tanzania, providing focused strategic leadership and guidance to the Board of Directors to debate, define and decide strategic directions and options for MSA-Tanzania, and ensuring and promoting financial and accounting probity (10% time)
- Develop and implement effective policies and strategies that strengthen the involvement, participation, and contribution of MSA-Tanzania's human resources (Directors, Board Committee members, technical associates, and staff), promoting harmonious working relationships between and among all the categories of human resources (10% time).
- Develop and implement annual work plans including marketing strategies, and seek and create opportunities for submission of solicited and unsolicited proposals to mobilize resources for MSA-Tanzania, including liaison with current and potential donors and clients (20% of time).
- Provide technical and other support as well as coordination and oversight for the individual and collective efforts of MSA-Tanzania Team Leaders/Managers towards effective implementation of business and strategic plans, donor-funded projects, and contracts (10% of time).
- Maintain ongoing contacts with leadership of the health sector at all levels, especially the SRH and rights and HIV/AIDS community, to monitor developments, trends and needs and to initiate the necessary actions to ensure that the mission of MSA-Tanzania remains relevant and effective (10%)
- Represent, and give visibility and voice to MSA at relevant events and activities for marketing, publicity and fund raising (10%).
- Lead and participate in the design and delivery of technical and other MSA services, including consultancies, training courses, and periodic assessment of client satisfaction (15%).
- Serve as Secretary of MSA Ghana Limited, providing guidance and support to enable efficient definition and achievement of the company's strategic objectives, consistent with legal and other regulatory provisions (10% time).
- Carry out other duties, tasks and responsibilities as may be assigned from time to time by the Secretary/CEO of MSA International and/or Board of Directors of MSA-Tanzania (5% time).

POSITION SPECIFICATION:
- Minimum of master level degree in health or social sciences with emphasis on management
- Minimum of ten (10) years relevant work experience including three years in a senior management position.
- Strong current contacts with broad leadership (public service, religious and traditional, civil society, private corporate sector) at all levels (central/national, regional and district)
- Excellent conceptual, analytical, writing and oral communication skills
- Demonstrated visionary leadership and strategic thinking skills
- Extensive knowledge of national and international organizations in health development, especially SRH and HIV/AIDS
- Mature, sensitive and caring but firm and decisive, able to assume and account for highest level of executive leadership and responsibility.
