Position Summary
We are looking for an outstanding Demand, Voice and Accountability Specialist for a large, potential DFID-funded Programme on Maternal and Child Health in South Africa. The Specialist will be responsible for providing programmatic guidance, technical assistance to improve demand, voice and accountability for maternal, newborn and child health services in South Africa. A primary area of focus will be results at the District and community levels of implementation, working with clients, CBOs, and service delivery providers. S/he will work across the project to also affect the necessary engagements at Provincial and National levels. S/he will also be responsible for coordinating with other staff, partners and the government to improve communication and information sharing of maternal, newborn and child health services and broader health determinants as well as facilitate access to, and accountability for, services by communities, healthcare providers, local authorities and policy makers. This is a full time position for three years based in South Africa.
Key Responsibilities
• Provide technical and coordination support to improve demand, voice and accountability for RMCH services in South Africa • Coordinate with government at all levels, community structures, civil society and other stakeholders to improve communication and understanding of RMCH services that are/or should be available, quality of the services and facilitate access to, and utilisation of the services • Coordinate the relevant interventions of selected NGOs engaged to strengthen demand, voice and accountability for RHMC services in the programme target districts in order to improve maternal, newborn and child health outcomes • Support the programme to facilitate activities that improve communication and information sharing with women and girls on RMCH services and boarder determinants of health in collaboration with other relevant programmes
Qualifications
• Masters or PhD in a social development, development studies or a related field • Minimum 7 years’ experience in implementing voice, demand and accountability activities in a health context specifically maternal and child health in a developing country, preferably South Africa.
• Expertise and experience in participation, rights, accountability, governance, empowerment, gender and social exclusion.
• Knowledge of reproductive maternal and child health • Demonstrated ability to collaborate and develop positive working relationships with donors, other partners, and government officials • Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations • Strong managerial skills with the ability to plan, organise, coordinate, and implement work inputs from several sources and partners, and manage the simultaneous delivery of multiple outputs is required. • Ability to work independently with little supervision. • Experience working with DFID funded programmes is preferred. • Excellent written and spoken English is a must. • South African nationals are strongly encouraged to apply.
