Senior Gender-Based Violence (GBV) Coordinator, ICS-11, Uganda

Gender-based violence programming and coordination is multi-sectoral, involving multiple organizations and actors, including NGO and government partners, UN agencies, and other national and international organizations to engage in comprehensive prevention and response initiatives. The job duties include overall program development/strategic planning, staff/volunteer management, training and sensitization, liaison and coordination with other organizations, capacity building and, monitoring and evaluation. the Senior GBV Coordinator will use internationally recognised standards (such as the IASC Guidelines for SGBV Interventions in Humanitarian Settings) and companion materials (orientation and training guides, planning worksheets, etc.); as well as national policies, documents and standards to develop context specific plans, tools, forms, formats, and guides that will facilitate development, implementation, and monitoring/evaluation of GBV programs in development, recovery and humanitarian settings. The Senior GBV Coordinator will report to the UNFPA Deputy Representative.

Main Tasks & Responsibilties

Technical Leadership
1. Provide programmatic coordination and policy guidance and related tasks to strengthen integration of gender-based violence prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets .
2. Develop/strengthen GBV conflict recovery, peace building and development coordination mechanisms and ensure planning and monitoring linkages with district and regional level structures, and integration into relevant government sector strategies, planning and programming frameworks.
3. Promote through advocacy and policy dialogue, and facilitate the inclusion of GBV into National, conflict recovery/peace building and emergency planning instruments, processes and documents and initiate other resource mobilization efforts for GBV programming in response to agreements on international and regional frameworks, such as the International Conference on the great Lakes Region and CEDAW.
4. Consolidate existing assessments on the GBV situation in conflict recovery, peace building, refugee and development settings and/or organise and conduct relevant participatory analyses, rapid needs assessments, etc. of GBV. Use this information to develop/update GBV action plans in collaboration with various sectors/clusters.
5. Develop and/or revise training materials according to local context. Work with national partners to implement relevant training sessions for multi-sectoral prevention and response actors.
6. Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues through various key ministries.
7. Promote male involvement strategies in GBV programming andsupport the identification of promising practices on male involvement in GBV prevention and responses to be scaled up
Partnerships and Coordination
7. Catalyze, strengthen, and assist to facilitate inter-agency, multi-sector GBV working groups (coordination groups) at national, regional, and local levels, as necessary.
8. Network with GBV staff, sector and district focal points, and gender advisers in other agencies and organizations (including governments, national and international NGOs and women’s groups) and in peacekeeping missions in country.
9. Lead/guide the effort to develop a comprehensive package for prevention and response to GBV through a multi-sectoral and inter-agency program to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Lead/guide efforts on developing GBV standard operating procedures and related policies and practices, including support to the development and roll out of a number of safe haven centres for survivors of GBV.
10. Foster the development of skills and abilities among district community development and gender/GBV focal points.
Management, Monitoring and Evaluation.
11. Supervise GBV coordinators in UNFPA Uganda’s three decentralised offices (Dos) and implement the approved strategy for DOs.
12. Provide guidance and inputs to supervision of field based GBV staff and other professional and support staff in UNFPA sub offices, ensuring close communication and liaison with NGO, District and UN partners in the context of the UN Delivering as One through the Field Office Coordinators of the Resident Coordinators System.
13. In collaboration with the GBV and gender working groups, monitor implementation of GBV Incident Report and other data collection processes needed for the setting. Train partner organizations and other sectors in use of GBV IMS with particular emphasis to the Guiding Principles for Working with GBV Survivors.
14. As needed for difficult or complex GBV cases (and in collaboration with the relevant field staff), provide direct consultation and advice to field staff about actions that may be taken; advocate for and assist GBV direct service providers if needed and appropriate.
15. Ensure that partners collect, compile, and analyze GBV report data monthly with an emphasis on identifying trends and patterns and opportunities for policy dialogue. Develop monthly report formats that capture relevant information and that support the analysis and evaluation of program progress and outcomes.
16. Collect and compile program activity information, evaluating progress toward achievement of program outcomes.

Administrative and Miscellaneous Duties
17. Maintain awareness of budget and expenditures in order to manage program within budget.
18. Ensure monthly work plans, monthly reports, and other reports are prepared as needed or requested and that project programme and financial reporting is prepared in accordance with signed agreements.
19. Assist in writing program proposals and ensure strong coordination with supporting donors.
20. Arrange for comprehensive gender-awareness/GBV training workshops with UNFPA staff.
21. Undertake other duties as required.

Qualifications and Experience

Education and Training
1. Advanced university degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field.
2. Prior training in gender issues and their application in humanitarian and development settings.

Experience and Knowledge
3. At least seven years of increasingly responsible professional experience in the field of gender, development and population activities, including designing and appraising project appraisals;
4. Awareness and knowledge of gender issues and their relevance in humanitarian and development settings.
5. Awareness and knowledge of gender-based violence
6. Knowledge of reproductive health issues and/or protection issues in humanitarian settings.
7. Knowledge of roles/responsibilities of humanitarian and development partners
8. Knowledge, skill, and experience in multi-sectoral and interagency networking
9. Group facilitation skills and experience
10. Capacity building and training skills; at least one year training experience; community-based approaches a plus
11. Counseling skills and experience a plus
12. One year of experience in program management (in NGO preferred)
13. Experience working in humanitarian emergency settings
