The PATH Country Representative and Nutrition Program Manager will be based in Kigali. In the role of PATH Country Representative, this person will be responsible for representing PATH at the National and District levels, interacting with various branches with the Rwandan Government including the Immigration office, and Rwandan and international partner organizations. The PATH Country Representative also will be responsible for interacting with PATH Headquarters staff as related to financial, administrative, and business development activities. In the role as PATH Nutrition Program Manager, this person will have technical responsibilities related to nutrition on work supported by the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) and the Maternal and Child Health Integrated Program (MCHIP). He/she will be responsible for ensuring the effective and timely implementation of maternal, infant and young child nutrition (MIYCN) activities in coordination with partner organizations, health clinic staff, Rwandan government agencies, and PATH's technical experts in the U.S. These responsibilities include providing technical support in the areas of MIYCN, managing monthly data collection, reporting, training NGO partners and health workers, and working with site staff to improve quality and coordination of services.

The PATH Country Representative and Nutrition Program Manager will work under the day-to-day supervision of the MCHN Global Program staff in Washington, D.C., particularly those responsible (Responsible Project Managers (RPMs) and Project Administrators (PADMs) for EGPAF and MCHIP activities. He/she will report directly to the RPM responsible to MCHIP. This position includes, but is not limited to, the following responsibilities:

PATH Country Representation

  • Facilitate and assist with financial and administrative tasks such as country registration, hiring of consultants and staff, project start-up and project close out as requested start-up of projects, and working with the PADM to track budget expenditures and pipeline.
  • Interface with the Rwandan governmental agencies to provide relevant reports and the annual application for PATH registration.
  • Take the lead in preparing the annual application for PATH registration.
  • Represent PATH at meetings with members of the Government of Rwanda and donors, as needed.
  • Interact with the Government of Rwanda (National and Districts) to provide updates (e.g., quarterly reports) on PATH’s activities as needed.
  • Supervise, with relevant RPMs, other PATH staff and consultants working on MCHIP and other activities, as needed.

  • Nutrition Training and Technical Assistance
    Provide on-the-job mentoring and coaching on MIYCN to health workers at the facility and community levels.
  • Support NGO partners to provide appropriate observation and coaching to MIYCN counselors.
  • Travel regularly to observe and evaluate MIYCN counseling services at health centers and in communities.
  • Assist with the roll-out of the MICYN BCC package in MCHIP districts or other districts, as needed.
  • Assist with roll-out of the Rwanda Agriculture Board MIYCN training, as needed.
  • Document difficult cases, best practices, and lessons learned to be used as training tools.


Nutrition Policy Work

  • Stay current with the international recommendations for MIYCN , particularly related to HIV.
  • Participate in nutrition and PMTCT Technical Working Group Meetings.
  • Participate in national workshops to develop or revise policies, guidelines, or training or IEC materials and report outcomes to PATH.
  • Help to facilitate adoption and implementation of WHO's 2009 recommendations on HIV and infant and young child feeding.

    Nutrition Monitoring and Reporting
  • Assist with monitoring of EGPAF and MCHIP activities as needed.
  • Write weekly summaries of activities for discussion with the RPM(s) with information on successes and problems with program implementation.
  • Assist with writing project reports as needed.

    Project Management and Administration
  • Actively contribute to PATH's PMTCT and MCHIP teams, including participating in meetings via telephone and in person when staff travels to Rwanda; writing sections of reports and proposals; providing information on request; contributing to strategies and program growth.
  • Prepare activity reports as requested by PATH, EGPAF, and MCHIP.
  • Oversee monthly budget; planning, tracking, monitoring, and reconciling expenses in project bank account.
  • Track and report on all project expenses.

Required Skills
  • Experience training and building the capacity of people of varying educational levels.
  • Experience providing supportive supervision to health workers.
  • Experience developing and revising training curricula and job aids.
  • Expertise in infant and young child feeding (IYCF), including breastfeeding and complementary feeding. Expertise in IYCF in the context of HIV strongly preferred.
  • Expertise in the area of maternal nutrition, including nutrition for HIV-positive pregnant and lactating women.
  • Experience with writing and submitted the application for PATH registration.
  • Proven ability to establish excellent relationships with team members and partner organizations.
  • Fluent in English or French, with ability to communicate effectively in both languages.
  • Ability to set goals, plan a new program, and work independently to accomplish those goals.
  • Excellent written and verbal communication skills in either French or English.

Required Experience

Minimum seven to ten years experience managing nutrition/maternal and child health programs in Rwanda. A Master's degree or other advanced degree in nutrition, medicine, nursing, or other relevant field experience is also required.
