I. TechnoServe Background:
TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 25 developing countries with over 1000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.
In East Africa, we are currently present in Ethiopia, Kenya, Rwanda, Tanzania, and Uganda. Across the region, we are implementing a range of large-scale value chain interventions (in sectors such as dairy, horticulture, cotton and coffee) as well as entrepreneurship programs with an emphasis on women and youth. Since 2009, we have had a particular focus on understanding and improving the impact of our work on women in the region. To strengthen that effort, we will place a dedicated resource in the region to provide guidance, analysis and leadership across a range of projects and geographies.
II. Program Description:
To facilitate equitable participation of and benefits to women affected by TechnoServe projects in East Africa during all phases of program design and execution.
Generally, the Gender Technical Advisor will ensure high quality programming based on best practices in gender integration; represent the program to key stakeholders within the community and government; coordinate program activities with partners; provide input into the design and oversight of the M&E system; and prepare reports as needed. The successful candidate will have experience with gender mainstreaming in agriculture and entrepreneurship projects.
Key accountabilities include ensuring that:
- Knowledge of gender dynamics around the region and effective approaches for gender integration are understood, documented and accessible to TechnoServe staff;
- The design of new projects comprehensively integrates gender considerations;
- Activities specific to the value chains and projects in which TechnoServe works are identified, developed and supported to enable achievement of Outputs and Outcomes;
- Sound methodologies for the monitoring & evaluation of gender are understood, incorporated and utilized in logical frameworks, baselines, performance management plans and other tools;
- In-country program staff has the necessary knowledge, skills and tools to positively integrate women.
III. Position Description:
Responsibilities and essential job functions include but are not limited to the following:
1. Establish an accessible foundation of knowledge and best practice resources in support of effective and consistent gender integration across the region and to the wider TechnoServe
- Collect and analyze information on gender related inequalities and disparities in various parts of East Africa to inform current and future program development to achieve more equitable development outcomes within the context of TechnoServe projects and programs.
- Develop standard tools and practices for use by program managers and others in support of gender integration during all phases of program design, start-up, implementation and exit.
- Collaborate with the Regional M&E Manager to establish standard indicators for gender-related Outputs and Outcomes, as well as pragmatic approaches to data collection
- Develop and implement plan for sharing relevant information and approaches across programs and countries.
- Provide strategic guidance and counsel to Country Directors, Project Directors, program managers and other staff on gender integration approaches, priorities and compatibility with program aims and resource constraints.
- Lead development and support rollout of culturally-appropriate gender-sensitivity training across the region
- Identify, develop and support deployment of Activities specific to the value chains and projects in which we work that will facilitate achievement of Outputs and Outcomes
- Provide technical oversight and guidance to staff, either as part of a project team, or as short-term technical assistance.
- Assure that donor / contractual gender integration commitments are met.
- Build local capacity for gender integration, including regular visits to the field to support implementation, ensure quality control and identify areas of weakness for further adaptation.
- Manage / support effective management of gender contractors.
- Initiate and/or lead gender-related pilots, either as independent projects or integrated into broader projects that enable testing of various gender integration approaches and hypotheses.
- Actively participate in TechnoServe’s gender practice group, among others, and an internal dialogue that will shape and support institutional thinking on gender integration
- Ensure that lessons-learned throughout program development, execution and exit are documented, disseminated internally and externally as appropriate, and looped back into program decision-making by working through program managers and Country Directors, among others
- Lead TechnoServe East Africa’s effort to understand and contribute to the resolution of challenges to gender equity in agriculture and entrepreneurship development interventions
- Ensure that all proposals/concept notes being developed incorporate pragmatic and effective approaches to improving gender equity
- Provide timely and concrete inputs to proposals/concept notes, as requested by proposal development teams/Program Development Manager
- Support new program M&E and management staff to establish frameworks, methodologies, procedures and responsibilities for monitoring gender indicators in accordance with the logical framework, reporting requirements and resource constraints of their programs.
IV. Required Skills & Experience:
• Strong knowledge of gender and gender integration preferably with knowledge / experience specific to East Africa
• Experience working with local and international NGOs and donors preferred
• Research methods experience (qualitative and quantitative) and survey design experience
• Experience in program monitoring and evaluation; and critical analysis
• Fluency in English
• Hands-on training/capacity-building experience, including independent development of high-quality relevant training materials, as well as delivering actual training sessions
• Outstanding written and oral communication skills and a demonstrated track record of producing high quality, well-written deliverables in a timely fashion;
• A demonstrated ability to effectively manage projects, including staffing, work plans, deliverables, timelines and budgets;
• A demonstrated ability to coordinate and communicate effectively and diplomatically with a range of external and internal colleagues including donors, partners and senior and junior team members;
• Strategic thinking and negotiation skills to help shape a strong agenda for moving forward TechnoServe's work and impact.
