Catholic Relief Service (CRS) South Sudan program is implementing the Jonglei Food Security Program (JFSP) and has vacancy for Field Grant Accountant to be based in Bor, Jonglei State.
The vacancy is open to all citizens of South Sudan only.
PURPOSE OF THE POSITION:
The post will oversee the quality and content of financial and grant functions for operational activities in 4 offices of JFSP operated by CRS. The post is also responsible for overseeing CRS field offices finance issues including budget management, reporting, compliance, monitoring, providing technical assistance and training to field office finance teams. The post will report to the JFSP Grant Finance Manager based in the Program Operations and Coordination Unit (POCU) in Bor.
KEY RESPONSIBILITIES
Provide training and orientation for newly hired CRS field offices finance and other staff
Receive, review and code financial documents from field offices for accuracy, completeness, compliance and other standard business requirements and pass them to the field operations accountant for re review and data entry.
Ensure that field offices are in compliance with CRS and USAID rules and regulations
Periodically visit field offices to monitor and provide technical assistance
Serve as a cover for the field offices finance and administration officers during annual leave, resignation and peak business seasons.
Ensure the timely submission of complete and quality reports to Bor coordination office.
Facilitate coordination and collaboration among field offices in terms of finance function.
Participate in budget preparation/revision and planning for field offices.
Participate in periodic performance evaluation meetings and review of budget utilization.
Monitor budget by sub office and recommend for remedial actions to be taken as necessary
Ensure the submission of monthly cash forecasts and availability of sufficient cash at field offices to run operations smoothly.
Ensure the timely and risk free delivery of cash to field offices by the banking agent.
As part of financial risk mitigation, assess systems and procedures at field offices level and provide feedback for improvement
Identify inefficiencies and delays at field offices level and provide feedback for improvement;
Serve as a point of contact between Bor coordination office and field offices in terms of finance matters.
Assist the field operations accountant as necessary
Perform other finance related duties as they may arise
Perform other duties as assigned by the Grant Finance Manager
MINIMUM QUALIFICATIONS/EXPERIENCE
BA or equivalent degree and/or professional certification strongly preferred or equivalent experience
Minimum of five years experience in a similar position.
Proficiency in Sun System and Q & A applications strongly preferred
Conversant with CRS finance policies and procedures, or demonstrated ability to assimilate new policies and procedures effectively
Fully conversant with US Government A-122 policy and procedures or significant USG grants management experience and knowledge of USG rules and regulations
Extremely detail oriented and organized
Strong written and verbal communication skills in English
Proficiency in Microsoft Office applications (word, excel, outlook and PowerPoint)
