Director of Monitoring and Evaluation - Mozambique

Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.

Program Overview:
The Mozambique program has two large projects, SCIP and the Family Planning Initiative, which is a $12.7 million project in four provinces. In addition the program includes a number of smaller projects addressing specific topics including violence against women and vulnerable populations.

The Strengthening Community through Integrated Programming (SCIP) project is a $47.6 million, five-year USAID Cooperative Agreement in Nampula Province of Mozambique. The project integrates health, HIV/AIDS, water/sanitation, and agriculture components to contribute to the overall objective of strengthening communities. The SCIP project’s objectives are to strengthen and sustain facility health services, facilitate and promote community health and hygiene behaviors, enhance livelihood capacity, and improve multi-use water for health and wealth.

Position Purpose:
The Director of Monitoring & Evaluation (M&E) has primary responsibility for the design and implementation of the monitoring and evaluation plan and data collection system for the SCIP project (70% time) and provides technical leadership to the Country Office for the development and implementation of M&E plans for other projects (30% time).
For SCIP, the Director of M&E ensures that SCIP leadership has sufficient data and knows how to use the data for decision making and performance improvement. In addition, the M&E Director coordinates the preparation of quarterly reports for USAID. S/he will design operational research studies and implement M&E activities that highlight best practices and approaches for reaching populations of interest for the project. He/she will supervise all M&E related staff.

Key Responsibilities:

Strengthening Community through Integrated Programming (SCIP) – 70%

  • Adapts and implements the project monitoring and evaluation system for SCIP according to Pathfinder M&E standards.
  • Consults with donors and other stakeholders to set up a transparent, reliable and valid M&E systems that can easily be tracked and verified.
  • Ensures that the M&E system is a cost-effective, results-orientated, time sensitive system that will provide donors and the programs with necessary information to assess the progress, effectiveness and outcome of activities.
  • Collaborates with partners to develop individual and M&E Team work and training plans as appropriate.
  • Oversees development of tools for data collection, researches and implements measures to improve data quality, and designs and implements project surveys and other data collection tasks.
  • Provides technical support to strengthening M&E systems at provincial and district health directorate.
  • Oversees implementation of the SCIP evaluation surveys.
  • Documents SCIP project achievements against targets using monitoring data and works with project staff to document the factors behind gaps and over achievements.

Country Office – 30%

  • Provide technical leadership, support and assistance to promote the quality of M&E planning and implementation.
  • Support the development of appropriate technical standards, guidelines and curricula for M&E and research.
  • Supervises country M&E team members to:
    • Manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.
    • Ensure that all data are up to date and ready for immediate use.
    • Ensure that all data collected are audited for quality and accuracy.
    • Submit high quality quarterly reports to donors and headquarters.
  • Supervise and support the development of appropriate systems to store and analyze data generated by the project.
  • Collaborate with Pathfinder project teams and contribute to the development of the PMP, data collection strategies, data collection instruments, and data management tools during project start-up, as appropriate and as requested.
  • Coordinates with the headquarters M&E team.
  • Disseminates information, including evaluations, on SCIP and other country programs through written reports, conference presentations and publications, and assists project staff to do so.
  • Institutes regular use of performance monitoring data among project managers, Country Offices, and other relevant Pathfinder staff.
  • Identifies best practices and state-of-the art approaches to the program activities and evaluates them.
  • Plans for and selects qualified consultants and critically assesses consultant reports and other deliverables.
  • Provides and/or supports M&E training for Pathfinder staff and partners as appropriate.
  • Establish and maintain professional contacts in other organizations concerning M&E tools, practices and technical approaches. Monitor new donor and technical trends and issues. Represent Pathfinder in technical meetings as appropriate.
  • Develops M&E plans for proposals for future projects and/or reviews project proposals from the M&E perspective.
  • Undertakes other assignments as may be assigned by the Country Representative.

Basic Requirements:

  • An advanced degree in demography, statistics, social sciences or related field.
  • At least five years of progressively responsible experience in monitoring and evaluating health/development projects; specific M&E experience with reproductive health/family planning, child survival and/or related areas strongly preferred.
  • Proficiency in handling complex sets of quantitative data, conducting data quality checks, and analyzing data.
  • Proven leadership and management skills; a proven track record coordinating a project team and/or consultants in M&E activity implementation and reporting.
  • Experience monitoring, evaluating, and reporting on USAID funded projects.
  • Knowledge of special challenges faced in developing world in the areas of reproductive health/family planning, child survival, HIV/AIDS and quality assurance.
  • Demonstrated ability to work effectively with various constituencies including Pathfinder headquarters, USAID, and local partners.
  • Strong analytical and problem-solving skills.
  • Proven ability to work independently and with attention to detail.
  • Strong knowledge and understanding of USAID reporting requirements.
  • Experienced user of software packages, including ACCESS, Word, Excel, PowerPoint, and at least one statistical software package (SPSS, STATA, SAS or similar).
  • Excellent verbal and written communication skills in both English and Portuguese.
  • Must understand and speak Portuguese.
  • Position requires the ability to travel extensively within Mozambique.
