About the BUP
The Botswana-UPenn Partnership has worked in Botswana since 2001, currently employing approximately 65 full-time staff, working with the Botswana Ministry of Health (MOH) and the University of Botswana (UB) to build healthcare capacity, to train health-care personnel in the treatment of HIV/AIDS and other health issues, to help develop post-graduate training programs at the University of Botswana, to offer experience in global health to Penn trainees, and to develop joint research programs that address issues relevant to the health and welfare of the citizens of Botswana.
Key Performance Areas
Operational Leadership
Plan, manage, and direct all internal operations of the organization.
o Coordinate and ensure the integration of all operations of the various programs of the organization to ensure that desired outcomes are achieved.
o Guide implementation of processes through leadership presence that will bridge BUP and UPenn operations.
o Oversee creation and implementation of written policies and procedures and verify that they are in accordance with UPenn, Botswana Government regulations and funder requirements.
o Oversee the implementation of process improvements to systems including financial, planning, budgeting, and recruitment to incorporate best practices.
o Work with Human Resource manager to lead performance management process; cultivate a human development and coaching culture.
o Work with Finance manager (accountant) to establish financial policies and procedures as well as systems that promote easy access to financial information, transparency and accountability; oversee management and design of efficiencies in budget administration.
Program Management and Oversight
o Work with the CD and AD to create strategic plan for the organization as well as develop processes and approaches to achieve it.
o Work with program heads to identify growth opportunities and priorities for BUP.
o Work with program heads to develop curriculum and other training tools within budget limits and establish ways of implementing these in collaboration with the MOH.
o Participate in the development; operationalization and monitoring of program operation work plans.
o Coordinate activities with partners to develop and maintain strong local partnerships on technical issues and participate in relevant technical advisory groups/committees.
o Communicate the goals and mission of BUP internally and externally, and ensure that BUP’s impact is measurable and present.
Staffing/Personnel Oversight
o Responsible for building a strong operational staff team, provide on-site supervision and capacity building to HR and Finance Managers.
o Guide implementation and coordination of HR policies.
o Identify technical assistance needs and develop consultant contracts in collaboration with AD and CD.
Fiscal Oversight
o Oversee the management and design of efficiencies in budget and contract administration.
o Oversee complex accounting policies and procedures development and implementation, and affiliated international banking operations.
o Ensure that internal controls are in place sufficient to safeguard assets.
o Supervise and support staff involved in the maintenance of accounting system, banking activities, including payment of expenses and monthly bank account reconciliation.
o Serve as back-up to accountant for accounting functions.
o Oversee the preparation and submission of regular reconciliation reports to BUP HQ.
o Ensure and review BUP financial reports in collaboration with the AD and CD.
o Develop program budgets in conjunction with program staff and funders.
o Act as point of contact for financial queries from funders, and BUP HQ.
o Reporting, Monitoring & Evaluation (M&E)
o Work with Program Directors to ensure systematic, consistent collection and compilation of program and operations reports.
o Communicate regularly and substantively with CD, AD HQ/Ops on operational and program activities.
o Respond quickly to reporting requests from funders and other stakeholders.
Other Duties as Required
Position is located in Gaborone but will involve periodic travel to the HQ office in Philadelphia, Pennsylvania, US and possibly other countries along with occasional travel to sites around Botswana and to the regional office in Francistown. Note that while this is a significant leadership position within our organization, the BUP maintains a small administrative staff. The role of operations director is very hands-on and will require both strategic planning and oversight, and direct implementation of many aspects of the position.

o Excellent supervisory skills proved by experience in supervising technical experts and support staff, and a commitment to building staff’s personal and organizational capacity.
o Program monitoring and evaluation experience.
o Demonstrated experience in capacity building and ability to work in collaboration with partner organizations.
o Demonstrated ability to work both collaboratively and independently.
o Familiarity with international public health and HIV/AIDS issues, global health funding organizations, and a strong interest in building healthcare capacity and improving health in Botswana.
Qualifications
o Masters degree in Business Administration, Healthcare Administration or Public Health.
o A minimum of 10 years experience in program administration, at least two of which must have been in a similar or related capacity
