The purpose of the CSF is to bring together multiple donor funds and disburse grants to civil society that are aligned with national plans and decision taking processes and enable an effective, scaled up and comprehensive response to HIV/AIDS and OVC. The TMA Project works in close partnership with the CSF Steering Committee (SC). Uganda AIDS Commission (UAC). Financial Management Agent (FMA), Monitoring and Evaluation Agent (MEA), and other key partners within the CSF. The role of the CSF TMA includes strengthening the operations of the CSF; providing • technical support for the monitoring and management of CSF grants; establishing effective and transparent partnering mechanisms within the sub-grantees; building and strengthening the technical and institutional capacities of sub-grantees to plan, manage, coordinate and improve delivery of quality services.
Position Description:
* The main responsibility of the Capacity Building Specialist is to support the CSF TMA project in the implementation of the project’s decentralized capacity building strategy and activities. The position will report directly to the Deputy Chief of Party
* Take lead role in Key Result Area 2:
1. To strengthen technical and institutional capacity of all CSF sub-grantees to provide quality HIV/AIDS and OVC services
2. Coordinate the implementation of the CSF TMA capacity building work plan.
3. Ensure adherence to work plan timelines; identify and resolve ‘ potential bottlenecks.
4. Organize, plan and coordinate regional experience sharing workshops and other learning events.
5. Ensure that gender is mainstreamed in all Key Result Area 2 interventions.
6. Undertake an analysis and documentation of the current CSF decentralized capacity building modalities to understand cross cutting issues; identify entry points to strengthen and mainstream the cross cutting issues with focus on project deliverables.
7. Liaise with Deputy Chief of Party and Senior Technical Advisor to solicit for emerging issues in Key Result Area 2 that will be used to influence HIV/AIDS and OVC service delivery.
8. Supervise a team of technical experts, including short-term technical assistance consultants working with CSF.
9. Spearhead the compilation of the section of Key Result Area 2 in the quarterly and annual reports swell as the work plans.
10. In liaison with the Senior Operation and Capacity Building Fund Manager, identify training needs of project staff for effective and sustainable functioning of the project. Document and share staff development successes and learning.
11. Represent project team on working groups and stakeholders’ forums that work on training, curriculum review & development and institutional capacity building in HIV and OVC.
12. Work with the Senior Monitoring and Evaluation Specialist to monitor progress towards the CSF capacity building objectives and benchmarks. Make recommendations for improving capacity building events and revise/develop new indicators to measure progress as necessary.
Support the development of technical documents, abstracts, presentations and other reports documenting achievements, lessons learned and other findings related to the project in the area of capacity building.
Requirement:
Required Experience, Skills and Academic Qualifications.-
The proposed candidate must have-
1. A post graduate degree in social sciences, public health or health planning and management.
2. Minimum of seven years experience managing and providing capacity building interventions to organizations involved in HIV/AIDS and OVC related issues.
3. Excellent analytical and writing skills.
4. Experience in documenting and reviewing developmental programs is an added advantage.
5. Understanding of the capacity building needs of civil society organizations in Uganda.
6. Experience in monitoring and evaluation of capacity building interventions in civil society organizations providing HIV/AIDS and OVC services.
7. Experience working or liaising with CSF funded projects or experience working on large donor-funded projects
