This position supports two distinct programs of Management Sciences for Health, Center for Leadership and Management in Tanzania; 1) the Tanzania Human Resources Capacity Project (THRP) funded by the United States Agency for International Development (USAID), primed by IntraHealth; and 2) the Tanzania Institutional Capacity Building Program (TZ-ICB) funded by the US Office of Health and Human Services/Centers for Disease Control (OHS/CDC) under the leadership of MSH. The goal of the Tanzania Human Resource Capacity Project is to address challenges that Tanzania faces in developing and retaining an adequate health and social welfare work force, and to strengthen the delivery of health and social services. MSH interventions occur primarily in two areas: 1) development of capacity at the district level to address HRH challenges, supported by a cadre of trained national HR experts; 2) development of organizational and management capacity of local THRP partners (primarily CSSC and BMAF) through the provision of targeted technical assistance to the local implementing partners. The Tanzania Institutional Capacity Building program supports local partners that are directly or indirectly funded by CDC, including the Ministry of Health and Social Welfare, in developing their leadership, organizational and financial management capacity to provide a sustainable response to the HIV epidemic in Tanzania. Capacity building support is focused on four key programmatic areas: strengthening project management and execution; management systems and structures; building capacity in leadership and management; and grants management and reporting. OVERALL RESPONISBILITIES: The Technical Advisor serves as the in-country project manager and technical lead for THRP, and provides technical and program support to TZ-ICB activities, with an emphasis on building institutional capacity to lead, manage and coordinate the national response to HIV and AIDS. Time is expected to be split equally between the two projects. On THRP, the Technical Advisor will represent MSH at THRP partner meetings in Tanzania and is responsible for planning, designing and implementing capacity building activities to strengthen the management systems and organizational capacity of THRP local implementing partners, primarily the Benjamin Mkapa HIV/AIDS Foundation (BMAF) and the Christian Social Services Commission (CSSC). S/he will develop annual plans and budgets in collaboration with THRP partners; directly provide technical assistance and/or recruit and supervise local consultants; collaborate with BMAF to design and implement interventions to build capacity at district level to plan, recruit, support and retain the health work force; prepare quarterly and annual reports, and; communicate effectively with local partners and MSH headquarters. On TZ-ICB, the Technical Advisor will be responsible for planning, designing and implementing capacity building activities to strengthen management systems and organizational capacity of one local partner as assigned by the Principal Investigator. S/he will develop annual work plans and budgets in collaboration with the local partner. S/he will also be responsible for recruitment and supervision of local consultants that will be hired by TZ-ICB. S/He is aware of, and adheres to, MSH’s professional and procurement integrity standards in all activities. The position is based in Dar es Salaam and may require travel within Tanzania and Zanzibar up to 20% of the time. |
Specific Responsibilities |
• Provide technical and management support to strengthen management accountability and leadership of key organizations in the national response to the HIV/AIDS epidemic. • Develop new and/or improved existing strategies, tools and interventions for improved human resources planning, availability, management and productivity and in documenting evidence of success or lack of success for the interventions. • Recruit and organize consultant teams for capacity building activities; prepare scopes of work, consultant agreements and ensure the quality of the deliverables • Work with home office support staff to develop budgets, track expenditures, and ensure work proceeds according to plans and timelines. • Provide support to consultants working for MSH THRP and TZ-ICB on in-country activities as needed. This may include providing technical briefings and background information, and in some cases “just-in-time” support to local consultants to ensure quality of results and timeliness of deliverables. • Contribute to elaboration of program documentation, including annual work plans, quarterly and annual reports, technical papers, and other documents and reports. • Provide technical support in other program areas to be determined |
Qualifications |
1. Advanced degree in social sciences, public administration, management, or public health. 2. Minimum five years experience in organizational and management assessment in both public sector institutions and for civil society organizations 3. Demonstrated technical competence to build capacity in several of the following areas: human resource management and performance management; financial management; strategic planning; monitoring and evaluation; resource mobilization; procurement; and human resources for health policy and program development. 4. Experience with a broad array of management and leadership capacity building approaches in the health and HIV/AIDS arena. 5. Excellent analytical, planning, management and communication skills are essential. 6. Strong team player with excellent interpersonal, facilitation, relationship-building, negotiating and influencing skills. 7. Basic computer literacy. 8. Ability to work with minimal supervision. Able to work under pressure and tight deadlines. 9. Excellent verbal and written English; technically proficient Swahili desirable. |
